Site work for a mixed-use development in Downingtown, Pennsylvania. Completed plans call for site work for a playground / park / athletic field; and water / sewer project.

This project includes the construction of two (2) on-lot sewage treatment systems located at Marsh Creek State Park's west launch area of the park (horse barn and west launch comfort station). The project includes the construction of an elevated sand mound and at grade disposal area, installation of septic tanks, effluent pumps, piping, controls, and appurtenances, and selective demolition of existing sanitary facilities. Questions asked via email, phone, or otherwise will not be answered. 2. The right is reserved, as the interests of the Commonwealth may require, to revise or amend the Bid Documents prior to the dates set for opening of bids. Such revisions will be announced by Addenda to the Bid Documents. Copies of all such Addenda issued will be sent to all parties receiving copies of the Bid Documents and must be acknowledged with the bid. 3. Contractor is to begin work within ten (10) days after receipt of Notice to Proceed, and to complete work within Three Hundred Sixty (360) calendar days. 4. The tenth (10th) day after receipt of Notice to Proceed shall be the official starting date unless the ten (10) day period is extended in writing by the Secretary. It is understood that if the work is not completed within the time above specified or such extension thereof, as shall be granted in accordance with the General Conditions, the Contractor shall pay the Commonwealth of Pennsylvania as liquidated damages and not as a penalty for non-completion of work, the amount of Five Hundred Dollars ($500.00) per day for each and every calendar day thereafter until the work shall be completed and accepted. General Contract Requirements: 1. The work for this project will take place within Marsh Creek State Park, Upper Uwchlan Township, Chester County, Pennsylvania. 2. The work under this project shall consist of the new on-lot wastewater treatment facilities and demolition of existing facilities. 3. Work include under this project shall be performed under the following contracts: a. Contract No. FDC-418-101239.1- General Construction b. Contract No. FDC-418-101239.4R2- Electrical Construction 4. The limits of work and requirements of each contract shall be as specified here in and as indicated on the contract drawings. 5. Work performed under each contract shall include, but is not necessarily limited to, the furnishing all labor, superintendence, materials, tools and equipment, miscellaneous items and performing all work necessary to complete all construction to the satisfaction of, and subject to the approval of, the Department. 6. All construction work shown on the contract drawings and not expressly mentioned in the specifications, and all work specified and not shown on the contract drawings but obviously necessary for proper execution of same shall be performed by the Contractor, as it is not the intent to delineate or describe every detail and feature of the work. No additions to the contract sum will be approved for any materials, equipment and/or labor to perform work hereunder unless it can be clearly shown to be beyond the scope and intent of the drawings and specifications, and absolutely essential to the proper execution of the work. 7. The following is the sequence of work for the project is divided between 3 areas: Comfort Station D, Horse Barn, and Sewer Abandonment. Project No. FDC-418-101239 SUMMARY OF WORK 01010 - 2 a. All site work around the Horse Barn (within 300 feet of Wetland Area D) shall be done between November 1 and March 31. b. At the discretion of the Department, comfort stations can be shut down upon receiving written approval from Department. c. Install E&S controls. 1) Silt fence shall be installed between October 15 and April 15. Owner's Engineer (GHD) shall be on site to clear redbellied cooter from the areas prior to fence installation. Construct elevated sand mound and at-grade disposal areas (Comfort Station "D" and Horse Barn). f. Test all new facilities including pumps, piping, controls, disposal areas to satisfaction of Department prior to placing in service. g. Provide leakage testing of all septic tanks, holding tanks and wet wells. h. Pressure-test all piping.
