Proposals received after the due date and time will be returned unopened and deemed unresponsive. One firm will be selected to provide engineering and design services for identified projects and will be managed by the Planning Department. CCWD has an insurance compliance program that requires all companies providing products and services to CCWD to have in place insurance coverage prior to the issuance of any contract. Once the most responsive proposal has been established, that vendor will have until 30 days after selection to provide all required insurance documents per the samples provided and register with CCWD's insurance compliance tracking system, MyCOI. Failure to provide this insurance documentation will result in CCWD considering this proposal or response to be unresponsive. CCWD specifically reserves the right to reject any or all proposals, to make any awards or any rejections in what it alone considers to be in the best interest of CCWD, and to waive any irregularities in the proposals. CCWD does not obligate itself to accept the lowest cost proposal and specifically reserves the right to reject any or all proposals, or CCWD will accept any proposal or combination of proposals considered most favorable. This Request for Proposal (RFP) does not commit CCWD to pay any costs incurred in the preparation and presentation of submittals. This solicitation covers only the work described herein and does not commit CCWD to any work beyond that described. All materials received will remain the property of CCWD regardless of whether a given firm is selected. Brochures or other presentation materials, beyond those requested herein, are not desired and should not be submitted. Any written addendum issued before the date of the proposal due date will become a part of the RFP Documents. Any addendum, including responses to Proposer questions, will be posted by April 23, 2025. Rejection of Proposals CCWD reserves the right to reject any and all proposals and reserves the right to waive and/or reject a proposal for any of the following reasons: informalities, nonconforming, non-responsive or conditional proposals, proposals showing any alterations of form or erasures or irregularities of any kind, additions not called for, incomplete proposals, or proposals not conforming with the written instructions in any way. CCWD does not obligate itself to accept the lowest cost proposal or any particular proposal and specifically reserves the right to reject any or all proposals, to make any rejections in what it alone considers to be in the best interest of CCWD. Proposal Evaluation Proposals will be evaluated based on stated evaluation criteria and scored. Highest ranking proposal will be selected for award.
