Question Deadline 04/17/2025 Any bidder requesting interpretation of the specifications should do so in writing to the Qualified Purchasing Agent via email at purchasing@tomsrivertownship.com or fax to 732-736-0314 It is the intent of these specifications to provide prospective bidders with the requirements for the Recycling and Disposal of Concrete, Asphalt and Tree Stumps. The Township is looking for one (1) or multiple vendors to supply 20 cubic yard containers at the Division and provide pricing for pickup. 8.2. SCOPE OF WORK The Township is seeking bids from a New Jersey DEP approved "Class B" recycling facility capable of accepting concrete (C), asphalt (A) and tree stumps (TS) received at the Township's Recycling Center in need of disposal. The pick-up of 20-yard containers shall be within twenty-four (24) hours from receipt of call from the Township. In the event the container is not picked up within the specified time, the Township shall have the option to drop off at the vendor(s) location at a per ton rate specified in the Bid Table. Depending on the season, the frequency of pick-up per container may be two (2) to three (3) times a week. All materials shall be delivered to the awarded bidder on an "as-needed" basis by the Township. 8.3. LOCATION Division of Roads and Sanitation: 1672 Church Road, Toms River, NJ 08753. The awarded bidder's facility shall be located within twenty-five (25) miles of the Township Recycling Center. 8.4. CONTRACT PERIOD The contract shall commence the Date of Award for a period of twenty-four (24) consecutive months. 8.5. METHOD OF AWARD The method of award shall be based on a Per Line Item Basis. The award of this contract shall be open-ended with funds being encumbered each time services are requested, contingent upon the availability of funds in the appropriate municipal budget. The primary award shall be based off the lowest price per drop-off/pick-up, plus tonnage. The secondary award shall be based off the lowest price per ton when dropped off at the vendor's location.
