Proposals for the Independence East Area Road Improvements. All questions can be directed there as well. Timely received proposals will be distributed to the UTSSD Board Members for their individual review, and the Board's decision will be made at the Board's next scheduled meeting. This Request for Proposals ("RFP) is issued to retain a qualified design and construction engineer to provide project planning and construction oversight of transportation infrastructure project on the Independence East Area Roads, as further defined below ("Project"). Prepare plans, specifications and engineering estimates necessary to bid the project. An independent review will be completed on plans and specifications. All communication and correspondence on this review is to be handled through UTSSD's project manager. No contact is to be made with the independent reviewer. The proposed scope of this project is to rehabilitate the roadways shown on the attached map. The county roads in the Independence area of Uintah County are a combination of several minor and major collector roads that provide access to the many oil and gas wells in this area. These roads traverse through private property and some tribal lands. See the attached map for details. These roads have historically been local rural roads that would see mainly residential and agricultural traffic, with some heavy truck traffic at times during the development of wells in the area. However, the number of heavy trucks on these roads has increased dramatically over the last two years. The roads in this area were not constructed to handle this type and frequency of heavy traffic. This has resulted in severe damage to these roads and caused them to be quite unsafe and at times impassable. The county has struggled to keep up with repairs which typically consist of digging out the failing areas and replacing the material with a pit run gravel. Roadway widths in this area vary but are typically 20-22 feet wide. This has caused the heavy trucks to drag their trailers directly on and extending off the paved shoulders, especially when they pass oncoming traffic. This has severely damaged the shoulders and caused multiple safety concerns. The drastic increase in heavy truck traffic recently is greatly hastening the deterioration of the road. Additionally, large portions of the original road were constructed using natural asphalt with inadequate or no structural subbase material. This natural asphalt (tar sands) is not a designed asphalt mix and does not exhibit the same structural stability as modern asphalt mixes. The east portion of 4000 South, 6500 East, and 4750 South would have the existing natural asphalt removed, import and compact granular borrow, import and compact untreated base course, and place approximately 6" of new HMA. Any proposal shall all include a chip seal coat. The width of this section of roadway would be widened within the existing right of way to a width of 30 feet (12-foot- wide travel lanes and 3-foot shoulders). This would become the designated haul route for the daily haul trucks. ~2.9 miles Pavements and roadway elements will be designed using modern pavement section design methods and following the American Association of State Highway and Transportation Officials (AASHTO) and Uintah County safety and design standards. AASHTO standard paint striping and signing are part of this RFP and should be included in any proposal.
