The Hayward Area Shoreline Planning Agency (HASPA) is a joint-powers authority (JPA) consisting of Trustees from the East Bay Regional Park District (EBRPD), City of Hayward, Hayward Area Recreation and Park District (HARD), and Alameda County Mosquito Abatement District (ACMAD). 1 HASPA is soliciting proposals from qualified professional consultants to manage a multi-year grant from the U.S. Environmental Protection Agency's Water Quality Improvement Program (called the "Pivot Points" Grant), through the San Francisco Estuary Partnership (SFEP, a program of the Association of Bay Area Governments). The HASPA Pivot Points Grant scope of work prepares an implementation plan for the 2021 Hayward Regional Shoreline Adaptation Master Plan (Shoreline Master Plan), a governance assessment of HASPA, and a program of community engagement activities. HASPA staff intends to make a consultant selection by early summer 2025, and for the selected consultant to be considered by the HASPA Board at the July 3, 2025 Board meeting. Contract execution would likely be 4-6 weeks after the award from the HASPA Board, as HASPA staff circulates the contract for signatures. Note that the consultant's proposed schedule for the scope of work shall allow time for review by EBRPD staff at progress milestones, and for all public-facing documents (such as Board reports). Also, note that HASPA operates on a fiscal year, July 1 - June 30. The following grant project schedule is intended to be general and is subject to change. Note that while the Pivot Points Grant period overall is three years, the HASPA scope of work (Tasks 1-8) are to be accomplished between the period of July 2025- December 2026. The EPA/SFEP Pivot Point Grant funds awarded to HASPA for the scope of work in this RFP amount to $495,000 over the three-year grant period. Of this total amount, $85,000 is reserved for Task 5-- Technical Assistance. A detailed task schedule will be negotiated with the selected consultant.
