Submit the Response to RFQ electronically via email to the following addresses: o Ty Barger tbarger@ourayco.gov o Kara Rhoades krhoades@ourayco.gov o Vicki Lane vlane@ourayco.gov Ouray County (Owner) is requesting Statements of Qualifications (SOQ) from qualified firms to provide Construction Management (CM) services for the Corbett Creek Crossing Improvements (Project), located north of City of Ouray on County Road (CR) 17 near the intersection of Whispering Pines Drive and Highway 550. These services include quality assurance testing, project observation, and other associated tasks necessary for successful project execution. The selected firm will demonstrate expertise in construction management, quality assurance processes, and project oversight. The selection process will follow a qualifications-based selection (QBS) procedure in compliance with applicable federal, state, and local regulations. PROJECT DESCRIPTION AND HISTORY The purpose of the project is to reduce natural hazards by installing a 20'x10' box culvert acting as a bridge on County Road 17 over Corbett Creek. CDOT and federal guidelines (FHWA) classify a structure as a bridge if it has a clear span of 20 feet or more, measured along the centerline of the roadway between abutments or supports. The bridge will increase flow capacity under CR 17, reduce flood risk, and address life-safety issues for emergency evacuation northerly from the City of Ouray. The construction of the bridge would provide that an alternative emergency access route is available when US 550 is closed, in addition to providing dependable access to residents and allowing for access to the traveling public and multimodal users. Construction of a bridge at Corbett Creek would provide efficiencies and savings in budgetary resources to the County Road and Bridge Department for costs of labor and materials. Additionally, it would alleviate the current situation of washouts multiple times a year. Ouray County was awarded a Federal Emergency Management Agency (FEMA) Pre-Disaster Mitigation (PDM) Grant in August 2024. The County would be responsible for performance of long-term maintenance after the project is completed. As the bridge would be 20 feet in length, it will be included in the system bridges inspections and subject to biennial inspections by a CDOT contractor. All questions shall be in writing and emailed to Ty Barger. SCOPE OF SERVICES The scope of services includes, but is not limited to: 1. Construction Management and Administration o Monitor contractor performance to ensure compliance with plans, specifications, and project schedules. o Manage change orders, progress payments, and claims. 2. Project Observation o Provide daily site observation to verify work quality, track progress, and document field activities. o Coordinate with the contractor to resolve field issues and maintain detailed daily logs. 3. Quality Assurance Testing o Perform or oversee all material testing and ensure compliance with project specifications. o Document and report test results in a timely manner. 4. Communication and Reporting o Attend weekly construction meetings and provide regular updates to the Owner. o Submit monthly progress reports, including schedule and budget status. 5. Closeout Services o Coordinate final inspections and ensure that all punch list items are addressed. o Assist with project documentation and turnover to the Owner.
