A timeline for award has not yet been established.** The City has engaged Walker Consultants to develop the following attachments which shall be considered part of the Scope of Services for this RFP: o ATTACHMENT C--Summary of Work o ATTACHMENT D--Multi-Space Meter (MSM) System Specification o ATTACHMENT E--Mobile License Plate Recognition (LPR) Enforcement System Specification o ATTACHMENT F--Fixed LPR Enforcement System Specification o ATTACHMENT G--Specification Compliance Form o ATTACHMENT H--100% Design Development Project Drawings. The intent of this RFP is to contract with a qualified prime contractor ("Contractor") to provide the services described in the attachments. Contractor must review all attachments and address attachment contents in the proposal response. The price of the proposed solution must include all materials, professional services and installation necessary to accomplish a turn-key installation. Turn-key is defined as a fully equipped system: hardware, software, fully integrated, installed, spare parts, testing and training completed, and ready to go into operation. Redwood City, with a population of 86,754, is the third-largest city within the county of San Mateo. The city is approximately 33 square miles, of which 19 square miles include the main land mass (excluding islands). Over 70 percent of Redwood City is open space. The community includes a vibrant Downtown featuring various entertainment, retail and restaurant opportunities. New commercial and residential development has increased the number of residents and workers in the Downtown. Residents can take advantage of a wide range of community amenities that include parks, libraries, community centres, historic districts and commuter rail service to other cities from San Francisco to Gilroy. Redwood City is known as a progressive and inclusive community, reflective of its diverse population. The City of Redwood City ("City"), California is a Charter City founded in 1867 under the laws of the State of California and is run by a Council/Manager form of government. The City seeks proposals from qualified firms to provide a new gateless Parking Access and Revenue Control System (PARCS) and specified associated enforcement capabilities and static parking information signage for the following garages in Downtown Redwood City: Marshall Street Parking Garage (750 Marshall Street), Jefferson Avenue Parking Garage (850 Jefferson), and Winslow Street Parking Garage (889 Winslow). This project involves demolishing and removing the existing Scheid and Bachmann gated PARCS, and installing new gateless PARCS, with payment and enforcement based on License Plate Recognition (LPR). Award Authorization & Contracting June/July 2025. A proposal shall be prepared and submitted in accordance with the provisions of these RFP instructions and specifications. Any alteration, omission, addition, variance, or limitation of, from or to a proposal may be sufficient grounds for non-acceptance of the proposal, at the sole discretion of the City. Question Deadline 04/29/2025 - Release of Answers to Questions May 2, 2025 - Should discrepancies or omissions be found in this RFP or should there be a need to clarify this RFP, questions regarding this RFP must be put in writing and received by the City contact person identified. Inquiries received after the date and time stated will not be accepted. If appropriate, responses to questions, or other clarifications, will be answered by the City via an upload to the City website by the date indicated for Release of Answers to Questions in Section IV. The source of any questions will remain anonymous. Site Walkthrough Description: Contractors who choose not to attend the site walk accept all responsibility for this decision and may not cite lack of attendance at the site walk as rationale for correcting any component of submitted proposals. To register for the Pre-Proposal Meeting, Contractors should send an email with subject line: "PARCS Pre-Proposal Meeting Registration" to the City Contact identified in Section XVI, prior to the Registration Deadline indicated in Section IV. The email should include the name(s), title(s), and email address(es) of no more than two (2) attendees. Note in the email whether the registrants will attend in-person or virtually, and whether the registrants will join the site walk. Instructions on joining the Pre-Proposal Meeting and optional site walk will be provided to Contractors who register prior to the Registration Deadline. The City, and its designated representatives, shall be the sole judge of its own best interest, the proposal, and any resulting negotiated agreement. The City reserves the right to negotiate a modification to, or accept any part of the proposals, and will not be obligated in any way to accept those parts that do not meet the approval of the City. After selection by the City, the contents of the successful proposal will become contractual obligation. The City's decision will be final.
