Site work and paving for a civil project in Newcastle, Wyoming. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.
**As of June 24,2025, the project was awarded to Hot Iron Inc., with an awarded amount of $2,168,616.68.** This item shall be measured by the square yards of street to be regraded to the top of subgrade shown on the Drawings. Measurement shall be the area of paved street between the curb & gutters required to be graded and reconstructed with new surfacing. The disposal site for concrete and asphalt millings shall be at the city's maintenance yard located approximately 1.48 miles south of the project along US Hwy 16 from the center of the project. The city maintenance yard address is 301 Rodeo Street. Method of Measurement - This item shall be measured by the square yards of street to be regraded to the top of subgrade shown on the Drawings. Measurement shall be the area of paved street between the curb & gutters required to be graded and reconstructed with new surfacing. Basis of Payment - Payment shall include all tools, labor, equipment and incidentals necessary to complete demolition and removal of all materials not included in another bid item, to the subgrade lines shown on the Drawings, and haul and disposal of any surplus material not to be reused on the project, and all other incidental items and operations to complete this item The work consists of removing and replacing water and sewer utilities, replacing street surfacing, replacing an existing guardrail and any other incidental items required to complete the project. Site Directions: Located 0.45 miles from milepost 1 on the Hwy 16 route through downtown of Newcastle, WY. The intersection of S Sonora Avenue and Wentworth Street is the approximate center of the project. Est. Completion Date: Aug. 10, 2026 The City Of Newcastle (Owner) reserves the right to reject any and/or all bids and to waive any informalities if deemed in the best interest of the town. No bid may be considered unless accompanied by the required bid guarantee of 5% of the total bid amount which amount shall be forfeited if the bidder is awarded the Contract and fails to enter into a Contract with the Owners. Successful bidder will be required to provide payment and performance bonds in an amount of at least 100% of awarded contract price. Contractors shall be required to submit proof of at least three years of experience in municipal water construction and sanitary sewer construction. The proof shall consist of at least three water projects and three sewer projects completed within the last three years, along with references for each project. Any specialty subcontractors (subcontractors doing pipe bursting work) shall be required to submit proof of experience of at least three years for the specialty work to be performed. The proof shall be submitted with the bid. All bidders must comply with requirements for Bid Security in accordance with W,S. 15-1-113(f), and the Successful Bidder must comply with requirements for Contract Securities (Payment and Performance Bonds) in accordance with W.S. 15-1-113(d) and (f) and W.S. 16-6-112. A bid must be accompanied by Bid Security made payable to the Owner in the amount of five percent (5%) of the maximum Bid price in the form of a Bid Bond issued by a surety meeting the requirements of paragraphs 5.0-1 and 5.02 of the General Conditions for bids greater than $150,000. Bid security may be in the form of a certified check or bank money order for bids $150,000 or less. The successful bidder will be required to furnish Performance and Payment bonds, each in the amount at least equal to 100% of the Contract Price as faithful performance and payment of all of Contractor's obligations under the Contract Documents, and shall be executed by such sureties as are named in the list of "Companies Holding Certificates of Authority as Acceptable Sureties on Federal Bonds and as Acceptable Reinsuring Companies" as published in Circular 570 (amended) by the Financial Management Service, Surety Bond Branch, U.S. Department of the Treasury. Davis-Bacon wage requirements apply to the contract. Pursuant to W.S. 16-6-106, "preference is hereby given to materials, supplies, agricultural products, equipment, machinery and provisions produced, manufactured or grown in Wyoming, or supplied by a resident of the state, quality being equal to articles offered by the competitors outside of the state." Pursuant to W.S. 16-6-102, if the contract is to be awarded, it shall be let to the responsible certified resident making the lowest bid if the certified resident's bid is not more than five percent (5%) higher than that of the lowest responsible nonresident bidder. The project being bid is being funded, in part or in whole, by the SRF program and "Use of American Iron and Steel" requirements as contained in Section 436 of H.R. 3547, The Consolidated Appropriations Act, 2014, and as updated and revised in America's Water Infrastructure Act of 2018 (AIS) apply.
