Site work for a water / sewer project in Wampum, Pennsylvania. Completed plans call for site work for a water / sewer project.
The scope of work for this project consists of the replacement of lead main waterline with approximately 10,000 linear feet of 6-inch diameter ductile iron pipe; connections to the existing water system; service lateral connections to the curb box; and replacement of existing service lines at approximately 50 properties generally from the main line to the structure with proposed copper service along with all necessary appurtenances and restoration for said construction. The bid must be accompanied by a bid bond in the amount of ten percent (10%) of the bid, made payable to the Borough of Wampum to guarantee the bidder's entrance into the contract if given the award. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements as set forth in the plans, specifications, or any applicable statutes of the State of Pennsylvania or any applicable municipal ordinances. The project is being financed in part by a grant from the Commonwealth of Pennsylvania, Commonwealth Financing Authority. The project is also being financed by the Commonwealth of Pennsylvania through the Pennsylvania Infrastructure Investment Authority (PENNVEST). Bidder must agree to comply with all requirements associated with the loan / grant. Minority Business Enterprise/Women's Business Enterprise (MBE/WBE) requirements apply. Bidder's agree to comply with the most recent revision of the Guidance on the Solicitation of Disadvantaged Business Enterprise (DBE) Firms including, but not limited to, demonstration of the Six Good Faith Efforts to identify and solicit DBE firms that are potential sources for any procurement action in the areas of project construction, equipment, services, and supplies by including state qualified minority and women owned business enterprises in the bidding process. The Successful Bidder will be required to meet all Federal Requirements and Certifications in Executive Order Nos. 11246 and 11375. Pennsylvania prevailing wage rates and Davis Bacon Wage rates apply. American Iron and Steel (AIS), and Build America, Buy America (BABA) Act requirements apply. The Borough reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid may be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids. Attention is directed to the fact that procurement is subject to all requirements of the Pennsylvania "Steel Products Procurement Act, Act No. 1978-3"; and for Contract value exceeding $25,000, the Pennsylvania Prevailing Wage Act (Act of 1961 PL. 987), and The Public Works Employment Verification Act (July 2012) apply. The Borough shall (a) award the construction contract to the lowest responsible bidder therefore, or (b) reject all bids received within ninety (90) days of the date of bid opening; provided, however, that the Borough may, in its sole discretion, delay such award or rejection for up to one hundred twenty (120) days from the bid opening date until the Borough has received all required approvals from other governmental agencies. Bidders on this work will be required to comply with Title VI of the Civil Rights Act of 1964.
