The Owner or Engineer must receive the written request a minimum of seven (7) calendar days prior to the date of the bid opening. Bid Security Guarantee will be required with each bid as a certified check on a solvent bank or a bid bond in the amount of five (5) percent of the total amount of the bid, made payable to the Sebring Airport Authority. Bonding Requirements The successful bidder will be required to furnish separate performance and payment bonds each in an amount equal to 100% of the contract price. Contract Time Time for substantial completion for work under the base bid is 45 calendar days from the date of the Notice to Proceed, with final completion and acceptance within 60 calendar days after the date when the Contract Time commences to run. This project is subject to liquidated damages as prescribed within the project manual. Liquidated Damages If Contractor fails to achieve substantial completion of the balance of the Project on or before the date of substantial completion set forth as may be extended by Change Order, Contractor shall pay to Owner liquidated damages in the amount of $1500.00 per calendar day for each calendar day the date of substantial completion is delayed beyond the date of substantial completion. Award of Contract Award of the contract shall be made to the lowest responsible and responsive bidder, whose bid conforms to the written requirements of the Sponsor. Bids may be held by the Sebring Airport Authority for a period not to exceed 120 days from the date of the bid opening for the purpose of evaluating bids prior to award of contract. By submitting a bid, each Bidder agrees that the bid shall remain valid for at least 120 days from the date of the bid opening. Rights to waive any informality or irregularity in any bid or bid guaranty, to reject any or all bids, to re-bid the project, to award or refrain from awarding a contract for the work, and to negotiate with the apparent low and responsive bidder to such extent as may be beneficial to the Sebring Airport Authority, are reserved.
