Bids must be made on the proposal forms provided in the bid documents in the manner designated and enclosed in a separate sealed envelope with the name and address of bidder and name of the job noted on the outside of envelope. In addition, absolutely no bids will be accepted without a State of New Jersey Business Registration Certificate included in the bid package. Bids must be accompanied by a Certified Check, Cashier's Check or Bid Bond drawn to the order of the Summit City Board of Education for not less than ten percent (10%) of the amount of the bid, but in no case in excess of $20,000.00. The Summit City Board of Education assumes no responsibility for bids mailed or misdirected in delivery. If the bid exceeds $20,000.00, the bidder must be pre-qualified by the New Jersey Department of Treasury, Division of Property Management & Construction, prior to and on the date that the bids are received. Any bid submitted under the terms of New Jersey statutes not including a copy of the valid and active Pre-qualification/Classification Certificate will be rejected as being non-responsive to bid requirements. All bidders must be licensed to perform Asbestos Abatement work by the New Jersey administrative/jurisdictional authorities. Bidders are required to comply with the requirements of PL 1975 C (Affirmative Action) N.J.S.A. 10:5-31 et seq., Affirmative Action Against Discrimination and N.J.A.C. 17:27 et seq., PL 1999 Chapter 238 (Public Works Contractor Registration Act), NJSA 10:5-41, New Jersey School Development (SDA) prequalified, and 10:2-1 et seq. and NJSA 34:11-56 (Prevailing Wage rate). American goods and products are to be used where possible (NJSA 18A: 18A-20). Summit Public Schools reserves the right to reject any and all bids or to waive immaterial deficiencies in the bidding if it is in the interest of same to do so.
