The project consists of proposed improvements at various locations, improvements include installation of of 8" PVC SDR-26 sanitary sewer line, 4" PVC sanitary sewer line, new manholes, decommissioning of existing septic tanks, installation of clean-outs, removing and replacing approximately 18" RCP, and related appurtenances as shown on the Plans and required by the Specifications in Primera, Texas. A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid [for those contracts that exceed $100,000]. A certified check or bank draft payable to the City of Primera or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond. All contractors and subcontractors must be cleared (not suspended or debarred) prior to any formal action authorizing the award of a contract to the contractor. Minority Business Enterprises, Small Business Enterprises, Women Business Enterprises, Veteran-Owned Businesses, Section 3 Businesses, and labor surplus area firms are encouraged to submit bids. The City of Primera reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by City of Primera for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award No oral interpretations will be made to any bidder. Each request for clarification shall be made in writing to the City or engineer no less than seven (7) days prior to the bid opening.
