Site work and new construction of a municipal facility in Holly Springs, Georgia. Completed plans call for the construction of a municipal facility; and for site work for a municipal facility.

The City of Holly Springs, Georgia (Owner) is seeking qualifications from Construction Managers at Risk (CMAR) for value engineering/GMP and construction services for the Holly Springs City Hall. The project site is located at 130 Timothy Downing Drive, Holly Springs, GA 30115. The principal items of this project include the construction of the Holly Springs City Hall. The total project budget is $19.25 million, inclusive of value engineering, GMP, construction, furniture, fixtures, and equipment (FF&E), contingency, and other associated costs. The construction manager at risk will be evaluated and selected through a qualificationbased selection process. Only responses submitted by firms on record with the City of Holly Springs as having received the RFQ Package will be opened. The Holly Springs Town Center Project (TCP) is in historic downtown Holly Springs, Georgia. The TCP was the vision of the Mayor and City Council of Holly Springs approximately twenty years ago when they collectively decided to assemble property in downtown Holly Springs and revitalize the area at the intersection of Holly Springs Parkway, Hickory Road and the Georgia Northeastern Railroad to build a downtown with circa 1900 architecture and amenities to serve the residents of Holly Springs and residents of Cherokee County. Upon completion in 2027, the TCP will include the Holly Springs Amphitheatre, City Hall, multi-family and single-family residential units, multi-purpose buildings with restaurants, retail, and office uses, and a structured parking deck. The City of Holly Springs has engaged CPL Architecture Engineering & Planning to prepare architectural plans and specifications for the Holly Springs City Hall. The City has also engaged the services of a consultant on the audio/visual and security systems of the Holly Springs City Hall. Completed plans and specifications will be delivered to the CMAR upon selection. The CMAR scope of work shall consist of working closely with the City of Holly Springs and CPL Architecture Engineering & Planning (Design Team) to provide services including cost estimates, value engineering, and construction recommendations to facilitate prioritization, refinement and development of the design as required for the project to meet the GMP. The final improvements shall be determined as the value engineering/GMP progresses based on information generated by the Design Team and CMAR and the established construction budget of $19.25 million. Lower priority items may be identified and itemized for consideration to ensure the project is completed within the established construction budget. The CMAR will be responsible for pricing the plans and specifications, value engineering, and maintenance and constructability issues. When the design documents for the project have been value engineered and conformed in sufficient detail, the CMAR, with the support and assistance of the Design Team, will develop and commit to a Guaranteed Maximum Price (GMP) for all construction and site development. No oral interpretations will be made to any firm as to the requirements of the RFQ Package. Requests for interpretation of the RFQ Package shall be made in writing to Dana McKinzie, via email at dmckinzie@hollyspringsga.us no later than Wednesday, May 21, 2025 by 4:00 PM.
