This project requires 23% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0.035. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on August 06, 2025, at 10:00 AM at the Region Two/District Two Office in Dixon. Phase I engineering services are required for the preparation of a project report (anticipated to be a Federal categorical exclusion) for the reconstruction of approximately 3.0 Mi. of IL 92 from 0.2 Mi. N. of IL 192 to 0.4 Mi. N. of Brights Court West of Andalusia. The proposed improvement includes roadway reconstruction, removal, replacement and/or extension of approximately 20 culverts, hydraulic surveys and analyses, supplemental survey, intersection improvements, improve shoulders to accommodate bicycles per the Complete Streets Policy, guardrail improvements, re-ditching, proposed ROW documents, identify possible utility conflicts with design elements and make design revisions to avoid conflicts, coordination with resource agencies and preparation of cost estimates. Camp Loud Thunder is located within the project limits. It is anticipated that public involvement meetings may be necessary, either Virtual or InPerson. Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS). The completion date for this contract will be 24 months after authorization to proceed The method of contractor selection has not been determined at this time.
