**As of July 10, 2025, the project was awarded to Jeffers Paving and Sealing, with an awarded amount of $92,300.** The White County Department of Finance, on behalf of the White County Board of Education, is soliciting bids for sealing and striping of various school parking lots in Sparta, Tennessee. The objective of this request for bids is to secure a contract with a company to seal, fill cracks, and stripe approximately 810,000 square feet of parking area. Locations The following school parking lots are included in this bid. a) Cassville Elementary - 261 Will Thompson Road; Sparta, TN 38583 b) Woodland Park Elementary - 88 Panther Drive; Sparta, TN 38583 c) White County Middle - 300 Turntable Road; Sparta, TN 38583 d) White County High - 267 Allen Drive; Sparta, TN 38583 2. Estimated Square Footage and Linear Feet The following square footage of parking area to seal and linear feet of cracks to repair are estimates. Bidders should visit sites and make determination for themselves prior to placing a bid. a) Cassville - 50,000 sq ft; 2,000 ln ft cracks b) Woodland Park - 110,000 sq ft; 3,000 ln ft cracks c) White County Middle - 250,000 sq ft; 5,000 ln ft cracks d) White County High - 400,000 sq ft; 5,000 ln ft cracks Cracks shall be repaired with parking lot grade hot pour, crack filler. Seal coat used shall be, at a minimum, 5 gallons of SealMaster Top Tuff polymer latex resin emulsion per 1,000 gallons of sealer/water mixture. The awarded contractor will be required to prove sealing mixture to county, prior to starting each location. Bidders wishing to utilize a different type of seal coating material than that noted above must submit and receive approval of a substation request prior to submission of a bid. White County reserves the right, in its sole discretion, to approve or deny any substation requests received. Striping All parking lots shall be striped to county's specifications using latex striping paint. The amount of striping and layout will be similar to that which is currently in place, however variations will be made to some parking areas. Contractor shall consult and coordinate with county prior to striping. For construction related bids, in excess of $100,000 dollars, White County requires a bid bond equal to five percent of the total price of the bid. Contracts for the services of a construction manager shall require a bid bond in the amount of ten percent. White County may request bonds on other services or waive such bond requirements, as determined by the Director of Finance For construction related bids, in excess of $100,000 dollars, the White County requires a performance bond equal to one hundred percent of the contract price. White County may request bonds on other services, as determined by the Director of Finance. For construction related bids, in excess of $100,000 dollars, White County requires a payment bond equal to one hundred percent of the contract price except as stipulated under T.C.A. 12-4-201. White County may request bonds for other services as determined by the Director of Finance. All locations shall be 100% completed prior to July 25, 2025. The awarded contractor shall coordinate work schedule with White County to help ensure minimal interference with school activities that may be ongoing during the summer months. White County reserves the right to charge liquidated damages in the amount of $200 per calendar day when work is not completed within the aforementioned timeframe. The owner (White County) further reserves the right to reject any and all proposals, to waive any and all informalities and to negotiate contract terms with the successful bidder, and the right to disregard all non-conforming, non-responsive, or conditional bids.
