Questions received less than seven days prior to the date for opening of Bids may not be answered. This contract is for Phase 1 only of the overall Powder House Trail and Rubys Way Resurfacing project. While the complete plan set is provided for reference, Bidders must base all pricing and quantities solely on the Phase 1 limits as identified in the plans and specifications. The Project includes the following Work for Phase 1 of the overall project General earthwork and grading, full depth asphalt reclamation, installation of asphalt surfacing, and installation of CMP culverts. Bids are requested for the following Contract: Powder House Trail and Rubys Way Resurfacing - Phase 1 Bids shall be submitted on the Bid Forms provided and in accordance with the Bidding Documents. No bids will be considered unless sealed and filed at the AE2S office in Rapid City, South Dakota. In accordance with South Dakota law, each bid shall be accompanied by either a bid bond in the amount of ten percent (10%) of the bid, or a cashier's check or money order in the amount of five percent (5%) of the bid. Bids must be submitted upon the printed bid form and sealed with the project name being bid, clearly indicated on the outside. Alternatively, bids may be submitted online through www.questcdn.com. The Owner reserves the right to reject any and all bids and to waive any irregularities or informalities therein and to award the Contract in the best interests of the Owner. The Contractor shall be able to demonstrate that he has successfully completed municipal utility work of a similar nature and scope as that required for the project. No Bidder may withdraw their bid for a period of thirty (30) days after the bid opening.
