Contractors shall not pay less than the prevailing rates of wages to all laborers, workmen, and mechanics performing work under this contract and shall comply with the requirements of the Illinois Wages of Employees on Public Works Act (820 ILCS 130/1-12). DESCRIPTION OF WORK: The specific tasks of the Work are described in Exhibit A. A. Work Location Work shall be performed at 917 Hillside Drive in Bensenville, commonly known as Mohawk Park or as the site of the former Mohawk School, now demolished.District's Objectives 1. The safety of the public, District staff and the Contractor's employees. 2. Removal of the Tank and its contents. 3. Soil remediation and removal of approximately 175 to 225 tons of soil. 4. Compliance with Illinois Environmental Protection Agency (IEPA) requirements for Leaking Underground Storage Tank ("LUST") closure pursuant to the applicable regulations of 35 Illinois Administrative Code (IAC) Part 734. C. Tank Conditions. To the best of the District's knowledge, 1. The Tank is not registered with the Office of the State Fire Marshall ("OSFM") and has not been in use at any time after January 1, 1974. 2. The Tank held heating oil or fuel oil for a school building no longer in existence. Its current contents are not known. 3. No sign of the Tank was observed when the Mohawk School building was demolished in 2014 or when the site was graded in 2016. 4. The Tank capacity is 4,000 to 5,000 gallons. 5. In 2024, the District retained Pioneer Engineering & Environmental Services to conduct a Phase II Environmental Site Assessment. You may request a copy from dgeils@bsd2.org. Eight soil borings were made and samples taken for laboratory analysis of BTEX (benzene, toluene, ethylbenzene and total xylenes) and PNAs (polynuclear aromatic hydrocarbons), the specific indicator contaminants for heating oil tanks. During the drilling/sampling activities, field indications of potential contamination were minimal and noted in only one of the eight boring locations (B1). The soil sample analytical results indicated that one PNA compound (naphthalene) was detected at a concentration above the most stringent Tier 1 soil remediation objectives (SROs) and only in 1 of the 10 soil samples analyzed (B1 at 10-12.5'). In addition, the concentration of TPH (3,621 mg/kg) detected in that same sample exceeded the default soil attenuation capacity value for subsurface soils (2,000 mg/kg).
