Renovation of a military facility in Lynden, Washington. Completed plans call for the renovation of a military facility.

The General Services Administration (GSA) intends to issue a Request for Qualifications (RFQ) for a Design-Build contract to replace the existing Lynden and Sumas Land Ports of Entry (LPOEs) in Washington State. The Kenneth G. Ward (Lynden) LPOE, last modernized in 1986, currently operates 16 hours daily and serves personal vehicles, buses, and limited commercial truck traffic. The modernization will expand, separate, and relocate Privately Owned Vehicles (POV) and commercial vehicle operations to address operational limitations and reduce congestion at nearby ports. The Sumas LPOE, last modernized in 1988, serves personal vehicles, buses, pedestrians, and commercial traffic and has the second highest pedestrian crossings along the Northern Border. Planned improvements include increasing POV lanes from five to six, commercial lanes from two to four, adding a dedicated pedestrian corridor, and outbound inspection processing. Due to its location in a floodplain and a major flooding event in 2021, flood and stormwater management will be a critical component of the Sumas project. GSA will use a two-phase design-build selection process under FAR Subpart 36.3. Phase 1 will evaluate qualifications and select up to three highly rated Offerors to proceed to Phase 2, which will require submission of technical and price proposals. A stipend will be provided to Phase 2 Offerors not selected for award, provided their proposals are complete and acceptable. The final contract will be awarded to a single Offeror for all design and construction services. The procurement is open to large business firms, which must submit an acceptable small business subcontracting plan in accordance with FAR 19.7. Location: Kenneth G.
