Description: Stevens County HRA at Grandview Apartments in Morris Minnesota is requesting bids for the removal of ACM and in our apartment building located at 100 South Columbia Avenue in Morris, MN 56267. Asbestos inspections were completed and asbestos containing materials (ACM’s) were identified throughout the building. Over time we have done some abatement. We also have residents living in most of the apartments. After we have some vacancies, we would contact the abatement contractor to abate the apartments. I would anticipate at least doing two apartments at a time with the possibility of doing more until the project is completed within two years. The Contractor should anticipate working with the owner to schedule the abatement. The hallway portion of the project would need to be completed on a Friday or Saturday. Stevens County HRA is seeking to contract with an Asbestos Abatement Contractor to remove all of the identified ACM’s. All square footage is approximate and should be field measured. The total ACM slated for removal are limited to: • Floor tile, carpet and mastic in 32 apartments- each apartment is approximately 425ft² + or - • Remove carpet and mastic in main floor NE hallway– 391ft² Additional Description: FEDERAL DAVIS BACON WAGES & MN STATE PREVAILING WAGES APPLY “Dual Decision” wage rates apply to this project. No less than minimum salaries and wages shall be paid on this project including the higher applicable minimum wage requirement of Davis Bacon and MN prevailing wage law – Minnesota Statutes 177.41 through 177.44. See New Prevailing Wage Requirements for more information. Weekly certified payroll reports will be prepared, maintained and provided to Stevens County HRA. Weekly certified payroll reports also shall be prepared, maintained and provided to the Minnesota Department of Labor and Industry upon request 1) As of 3-31-25 all the labor classifications rates including fringe between Federal and MN needed for this project were the same. 2) All payroll forms will be provided as needed.
