Site work for a municipal facility in Winkler, Manitoba. Completed plans call for site work for a municipal facility.
The work generally involves, but is not necessarily limited to, the following: A pre-construction meeting, to be attended by the Owner, Engineer, and the Contractor procured for the Works; Construction progress meetings, to be scheduled by the Engineer and attended by the Owner, Engineer, and Contractor; Mobilization and demobilization including transporting equipment to and from site, constructing and maintaining or restoring any haul roads required during construction to the original condition, obtaining permits, erecting temporary facilities, and provision/implementation of a safety program; Excavation and hauling of appropriate engineered fill and clay liner materials from approved Site borrow areas; Excavation and stockpiling of topsoil from the compost pad area and contact water pond area; Supply and import to Site suitable crushed gravel volumes as needed; Excavation and subgrade preparation; Placement, moisture conditioning, and compaction of Engineered fill to the lines and grades shown on the Drawings; Constructing a 500 mm thick (minimum) clay liner over the compost pad area and contact water pond area with suitable clay liner material from excavation. The clay liner shall be moisture conditioned and reworked as necessary to meet Manitoba Environment and Climate Change hydraulic conductivity requirement of 1 x 10-9 m/s. Construction of the compacted clay liner shall not commence until written approval from Manitoba Environment and Climate Change is received by the Owner; Supply and installation of a non-woven geotextile over the compost pad area above the clay liner; Constructing an access ramp (including non-woven geotextile) to access the compost pad including placement and compaction of a 500 mm thick crushed gravel layer; Constructing a 200 mm thick crushed gravel layer above the non-woven geotextile over the compost pad; Constructing earthen berms along the west and east sides of the compost pad with Engineered Fill; Placement of 150 mm of topsoil above the clay liner in the contact water pond and all side slopes of the compost pad and access ramp; Seeding of all topsoiled areas (and all other disturbed areas); and Surveying, as required prior to construction and following completion of all portions of the Work, which must include sufficient and regular detailed as-built geodetic surveys of the entire Work area and all the Work performed including the base of clay liner, top of clay liner, top of crushed gravel layer, and top of topsoiled area for thickness verifications. To be provided to and approved by Engineer as construction progresses to determine pay quantities. The Owner requests that the Works must be substantially complete by no later than June 30, 2025. The contract will be awarded as soon as possible after Tender Close. As it is the purpose of the Owner to obtain the Tender most suitable and most advantageous to the interests of the Owner, notwithstanding anything else contained within the Instructions to Tenderers, the Owner reserves the right, in its sole and unfettered discretion, to reject or accept any Tender, including the right to reject all Tenders.
