Santa Rosa County Board of County Commissioners encourages all segments of the business community to participate in its procurement opportunities, including small businesses, minority/women owned businesses, and disadvantaged business enterprises. The Board does not discriminate based on race, color, religion, national origin, disability, sex, or age in the administration of contracts. The Board of County Commissioners reserves the right to waive irregularities in bids, to reject any or all bids for sound documented reasons, and to award the bid that it determines to be in the best interest of Santa Rosa County. Before a bid is considered for award, the bidder may be requested by the County to submit a statement of facts in detail as to their previous experience in performing similar or comparable work, and of their business and technical organization and financial resources available to be used in performing the contemplated work. A minimum of 5 qualifying project references may be required. These references shall be from specific projects of similar size and scope and at least 3 of the 5 shall be from another government entity. The County reserves the express right to not award a contract to a bidder if the provided references do not reveal that the contractor has ample/adequate experience beyond a reasonable doubt to complete the project according to the specifications and within the time frame stipulated. The County reserves the right to award contracts to multiple vendors at its discretion. SCOPE OF WORK Historically, Santa Rosa County has addressed the routine maintenance of the stormwater facilities listed within this document with in-house staff; however, due to the increasing number of stormwater ponds owned and maintained by the county, the county is outsourcing this activity. The current inventory of stormwater treatment units listed within this document is a combination of wet and dry retention ponds. Required services include mowing, trimming (weed eating), tree and vegetation trimming and removal, removal of vegetation growing on the fencing associated with each pond, litter or debris removal, and maintenance of adjacent rights-of-way. All of these activities will hereby be referred to as MOWING. Attached is a list of locations of existing stormwater ponds included within this scope of work. The contractor will be responsible for all traffic control, and for restoration of landscaped areas should their equipment cause any damage. County Public Worksn staff will assist in defining access points to all treatment units and verify that the units are cleaned before the contractor will be allowed to proceed to the next location. Contract periods will be 12 months to allow for required maintenance and repair work if required. The contract is from January to December. The MOWING period is from March to November. All contractors are required to visit the sites to become familiar with the work areas and to review the logistics associated with these locations. Quantities shown on the bid quantity sheet and the location tables are estimates only.
