The City of Alamosa (hereinafter referred to as "the City") is soliciting proposals from qualified consultants to conduct a comprehensive self-evaluation of its policies, practices, and facilities to ensure compliance with the Americans with Disabilities Act (ADA) and to develop an ADA Transition Plan. 1.2 Background The ADA requires public entities to eliminate discrimination against individuals with disabilities and to provide equal access to services, programs, and activities. To achieve this, the City is committed to: _ Evaluating its current policies and practices. _ Identifying barriers to accessibility. _ Developing a plan to remove these barriers. _ Ensuring ongoing compliance with the ADA. 1.3 Scope of Services The selected consultant will be responsible for the following: _ ADA Self-Evaluation: _ Conduct a comprehensive review of all City facilities, programs, services, and activities, including, but not limited to: _ Public buildings and facilities _ The City has 13 main buildings, including: City Hall (12,100 sq. ft.), Library (13,200 sq. ft.), Public Safety Building (12,400 sq. ft.), Fire Station Addition (5,300 sq. ft.), Fleet and Street Buildings (25,300 sq. ft.), Cemetery Building (2,400 sq. ft.), Water Treatment Plant (14,000 sq. ft.), Well House (1,800 sq. ft.), Cattails Golf Club (4,100 sq. ft.), Fire Station 2 (8,400 sq. ft.), Wastewater Treatment Plant (14,300 sq. ft.), 8th and Ross Storage (10,000 sq. ft.), and Sanitation Headquarters (2,800 sq. ft.). Only City Hall, Library, and Cattails Golf Club are open to the public in any substantial amount. _ Parks and recreational areas _ Includes approximately: 7.5 acre recreation center complex, approximately 70 acres of park area, 158 acre 18-hole golf course, 58 acre cemetery, 22 acre fairgrounds, 3 acres of dog parks, 1,662 acres of open space, and approximately 18 miles of trails. _ Public rights-of-way (streets, sidewalks, curb ramps) _ The City of Alamosa has approximately 312,000 linear feet of public sidewalks, 900 sidewalk ramps, 60 miles of paved streets, and 5 miles of dirt/unpaved streets. The City conducted an in-house inventory of sidewalks, sidewalk conditions, tripping hazards, and ramps in 2021, and will provide a link to the interactive map to the successful candidate. _ Communication methods _ Employment policies and practices _ Emergency preparedness _ Evaluate policies, procedures, and practices for compliance with ADA Title II. _ Identify barriers to accessibility for individuals with disabilities. _ Document findings in a clear and organized manner. _ ADA Transition Plan Development: _ Develop a detailed ADA Transition Plan that outlines the steps the City will take to address identified barriers. The plan must include: _ A prioritized list of physical and programmatic modifications needed to achieve compliance. _ A timeline for implementation of the modifications. _ Identification of responsible parties for implementation. _ A cost estimate for each modification. _ A methodology for ongoing evaluation and updates to the plan. _ Ensure the Transition Plan complies with all applicable ADA requirements and guidelines. _ Community Engagement: _ Conduct public meetings and/or solicit feedback from individuals with disabilities and other stakeholders throughout the self-evaluation and transition plan development process. _ Incorporate community feedback into the final Transition Plan. _ Final Report and Deliverables: _ Submit a final report that includes the completed self-evaluation, the ADA Transition Plan, and documentation of the community engagement process. _ Provide the final report and all related documents in both print and electronic formats that are accessible to individuals with disabilities. _ Provide training to City staff on the ADA, the self-evaluation process, and the implementation of the Transition Plan.
