St. Croix County is requesting proposals for Incident Management Center Audio and Visual Procurement and Installation. Receipt of a bid by the state mail system does not constitute receipt of a bid by the Procurement Office. Receipt of a bid by a department or person other than the Procurement Office does not constitute receipt of bid by the Procurement Office. The specifications herein state the minimum requirements. Unauthorized conditions, limitations, or provision shall be cause for rejection. Any bid not prepared and submitted in accordance with the bid specifications will be considered "irregular" and rejected. It shall be the Bidder's responsibility to carefully examine each item of the specifications. Failure to offer a completed bid or failure to respond to each specification will cause the bid to be considered "non responsive" and rejected. Questions regarding ambiguities or the propriety of the specifications shall be addressed in writing to the Procurement Office prior to the bid opening. Questions will not be entertained after the bid opening. In order to be fair to all Bidders, no oral interpretations will be given to any bidder as to the meaning of the specification documents or any part thereof.
