Site work and paving for a mixed-use development in Skippack, Pennsylvania. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

Skippack Township will receive sealed bids for the Skippack Township Cross Road & Spencer Drive Pedestrian Crossing Project. The scope of work generally includes concrete curb and sidewalk with ADA ramps, pavement markings, signs, signalization items and associated work. Bids will have a tentative award date of June 12, 2025. The work indicated will be at a minimum, partially funded via Multimodal Transportation Fund (MTF) grants from the Commonwealth of Pennsylvania acting through the Commonwealth Financing Authority. The bidding process, contract, and conduct of the work must meet the requirements of the MTF grant agreement, which has been entered into by Skippack Township, and the Commonwealth of Pennsylvania. The agreement obligates Skippack Township to certain compliance requirements. If said compliance requirements are not followed, funding for the project will be at risk. Bidder's attention is directed to the Technical Specifications Section of the bid package, which contains the MTF Reimbursement Agreement and related Additional Special Provisions as an attachment. These documents outline the specific requirements of the MTF program. Submission of a bid for this Project will be considered the Contractors acknowledgement of these requirements and commitment to adhere to the same. All questions shall be submitted electronically. Each bid shall be accompanied by a bidder's bond, certified check or cashier's check, in favor of Skippack Township in the amount of not less than 10% of the total amount of the bid. The successful bidder shall be bound to furnish and pay for a Performance Bond and a Labor & Material Payment Bond in an amount equal to one hundred percent (100%) of the contract price, on bond forms provided by Skippack Township. All bidders must be PennDOT pre-qualified, complete the Bidders General Information form and must complete a non-collusion affidavit. This contract is in accordance with the Pennsylvania Prevailing Wage Act, and the successful bidder shall pay no less than the Wage Rates determined for the project as stated in the Contract documents. There is a zero percent verify requirement for MBE and/or WBE participation. Award of the Contract, if the contract is awarded, will be to the lowest responsible bidder, however Skippack Township reserves the right to reject any and or all bids on any basis and to waive any informality in the bidding, as permitted by law. No bidder may withdraw a bid after the actual date of the opening thereof. Bidders must submit with their bids, the non- collusion affidavit contained in the contract documents.
