The City of Fresno (City), through this Request for Proposals (RFP), is soliciting proposals from qualified environmental firms (Consultant) to provide professional services for the preparation of documents pursuant to the National Environmental Policy Act (NEPA). The Consultant will provide the services for a variety of projects, including, but not limited to, site development projects, infrastructure improvements, demolitions, street vacations, hotel/motel acquisitions and conversions, and home rehabilitations. Projects could be funded with local, state, and/or federal funds. The selected consultant will provide a range of environmental services related to NEPA compliance, including but not limited to: o Exemptions o Categorically Excluded but Not Subject To (CENST) o Categorically Excluded but Subject To (CEST) o Environmental Assessments (EA) o Tier I Broad Reviews o Tier II Site-Specific Reviews o Environmental Impact Statements (EIS) o Stand-alone Section 106 reviews. o Technical Studies: conducting various technical studies such as cultural resources assessments, biological assessments, air quality analyses, noise analyses, traffic studies, and hazardous materials assessments. o Phase I and Phase II Environmental Assessments o Consultation: Provide consultation and attend meetings as necessary with local, state, and federal agencies and other stakeholders. o Other related services: Provide other services related to NEPA as requested.
