Reconstruction of Parking Lot at 1301 Jay Street Question Deadline 06/06/2025 Prospective Bidders may request clarifications of the bidding documents at other times from the Architect by sending their written questions to Anastasia Thomas, AIA at 315.268.1338 or Emailing to athomas@labellapc.com no later than three days prior to bid due date. Owner may release addendums up to two days prior to the bid due date, with the exception of an addendum changing the bid due date. All bids must be written in ink on the forms provided. Bids must be accompanied by bid security equal to five percent (5%) of the amount of the bid, in the form of a certified check, drawn upon a national or state bank or trust company to the order of "City of Ogdensburg Housing Authority", or a bond from a surety company licensed in the state of New York, with sufficient sureties in a penal sum, and holding certificates of authority in compliance with 31 CFR part 223 Surety Companies Doing Business with the United States., conditioned that if Bidder's proposal is accepted, bidder will enter into a contract for the same, and will execute separate Performance Bond and Labor and Materials. Bond each equal to one hundred percent (100%) of the Contract Amount. Bid Bonds and Performance Bond and Labor and Materials Bond shall be obtained from Surety Companies with a Best Rating of A (excellent or better) and holding certificates of authority in compliance with 31 CFR part 223 Surety Companies Doing Business with the United States. Bids must be accompanied by a completed Statement of Surety's Intent. If the selected Bidder fails to sign the Contract and deliver the required bonds, he shall be subject to forfeiture of the bid security. If Bidder's proposal is accepted, bidder will enter into a contract for the same, and will execute separate Payment and Performance Bond each equal to one hundred percent (100%) of the Contract Amount Payment and Performance Bond shall be obtained from Surety Companies with a Best Rating of A (excellent or better). The date of substantial completion for the work shall be no later than 10 March 2026, A penalty of one hundred dollars ($100.00) per day may be assessed for late substantial completion. Ogdensburg Housing Authority reserves the right to consider all bids for a period of not to exceed forty-five (45) days following the bid opening before awarding the Contract, during which period bids shall not be withdrawn, and reserves the right to reject any or all bids, to waive any informality in the bids, and to award the Contract in the Owner's best interest. Bid date description: Sealed bids shall be marked 'Ogdensburg Housing Authority- Parking Lot Reconstruction-Jay Street. Emailed bids are also acceptable and must be sent to chasford fogdensburgha.com, athomas@labellapc.com and tcassell@labellapc.com. Particular project requirements: 1. Existing site conditions and restrictions: Access to work area shall be coordinated with Owner, including location for storage of material and parking. Note that Contractor will be responsible for all waste handling and disposal. 2. Occupancy of adjacent facilities: Provide necessary barriers to protect public from the work area. 3. Salvage: None. 4. Power for work: Owner cannot guarantee access to power. Contractor must plan accordingly. D. Permits and Fees: Contractor to obtain the Building Permit and Certificate of Completion/Occupancy and pay all fees associated with it. Contractor shall submit copies of Building Permit and Certificate of Completion/Occupancy to Architect and owner. E. Codes: Comply with applicable codes and regulations of authorities having jurisdiction. Submit copies of inspection reports, notices and similar communications to Owner. F. Dimensions: Verify dimensions indicated on drawings with field dimensions before fabrication or ordering of materials. Do not scale drawings. G. Existing Conditions: Notify Architect of existing conditions differing from those indicated on the drawings. Do not remove or alter structural components without prior written approval. H. Coordination: 1. Coordinate the work of all trades under your contract. 2. Coordinate with other contracts to ensure scheduling and work efficiency 3. Verify location of utilities and existing conditions.
