Site work and paving for a sidewalk / parking lot in Cologne, Minnesota. Completed plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.
**As of July 01, 2025, the project was awarded to TONYS OUTDOOR SERVICES, with an awarded amount of $14,050.** The Department of Natural Resources is seeking bids for: all labor, equipment, materials, tools, and transportation needed to construct one (1) parking lot. This work will involve installing geo fabric, delivering, spreading, and compacting class 5 gravel, providing and installing boulders, and removing old posts and a gate. The DNR will provide posts, wire, gate and geofabric. This solicitation contains 1 site with 4 jobs as detailed in the project specifications. The location of the project is: Schneewind Lake Wildlife Management Area, approximately 3.5 miles northwest of Cologne, MN in Carver County. Nearest 911 Address: 10575 Orchard Rd, Cologne, MN 55322 / Section: 34; T116N; R25S Before submitting a proposal on the work contained in these specifications, each bidder is strongly encouraged to visit the site, examine the premise, and thoroughly familiarize themselves with all existing conditions and limitations pertaining to the work involved. No extras will be allowed because of the Contractor's misunderstanding as to the amount of work entailed, or lack of knowledge of existing conditions. All responses must be submitted electronically through the Swift Portal. No e-mail or faxed responses will be accepted. Contractors needing help with registration and/or completing their response to this Event may contact the Contractor Assistance Help Desk at 651-201-8100, Option 1. Failure to respond to latest event version may result in bid rejection. Please be aware that there are attachments to this event. The vendor is responsible for reviewing all attachments and complying with all requirements to this Event. DNR will be the determining factor if vendor meets specifications. All questions should be directed to the buyer listed in this event. Unit price must include all costs such as labor, materials, tools, transportation, equipment, sales tax, use tax and all else necessary for completion of the project. Direct Pay Permit 1114 does not apply to this project. Award--Item, Group, Total: Responses that do not comply with the solicitation will be considered nonresponsive and will be rejected. The award will be made to the lowest responsible vendor meeting the specifications and all terms and conditions. The State reserves the right to award items separately, by grouping items, or by total, whichever is deemed most advantageous to the State. The project shall be substantially complete by June 12, 2025. Final Completion of the work shall be on or before June 25, 2025. Job 1: Remove Existing Posts, Wire & Gate o Removal and disposal off the WMA of all existing wooden / metal posts and wire surrounding the parking lot. o Removal and disposal off the WMA of the existing metal gate. o See associated photos below of current site conditions. Job 2: Parking Lot Construction o Parking lot dimensions are approximately 3,300 square feet (55ft X 60ft). o DNR will flag, paint and/or be onsite to show contractor the shape of the parking lot. o The contractor is ultimately responsible for any liability resulting from damage by their equipment to any utilities. o The contractor is responsible for calling Gopher State One Call (1-800-252-1166) to identify any utilities before digging. o If the contractor or Gopher One identify any issues that would impact this project, the site manager must be informed immediately to help find a solution. o Contractor shall post a "Road under Construction" sign at entry to work areas during contract activities. o This work must be completed under dry and hard roadbed conditions. The Project Supervisor may delay or suspend deliveries dependent upon road conditions until conditions are improved. o Fill depressions with suitable aggregate or soils material. o Parking lots should be crowned or slightly sloped to ensure water does not pool on the surface. o All disturbed areas should be leveled after construction with no dirt clumps, ruts, holes or piles remaining. Place Separation Geotextile Geotextile and staples will be provided by the Vermillion Wildlife Office. Place the separation geotextile directly on the prepared subgrade; roll it out flat in the roll direction, minimizing folds and creases Overlap geotextile 1.5 to 2 feet. Geotextile shall be overlapped both side to side and end to end in the direction of aggregate placement. Place staple in geotextile along the perimeter and along the overlapping areas approximately every 5 feet. Aggregate Installation o Place 8 inches of class 5 gravel (135 cubic yards) in thin lifts with compaction occurring between each lift. Compaction can be completed by heavy equipment or other compaction methods. o The source location for the delivered Class 5 gravel and substrate must be made available for inspection by Project Manager. o Absolutely no gravel shall be delivered from invasive species or noxious weed infested sites. o Contractor MUST supply gravel invoice/tickets for all delivered aggregate (see page 22). o Plasticity Index: When tested in accordance with ASTM D 4318, the plasticity index shall not be more than five (5). o Liquid Limit: When tested in accordance with ASTM D 4318, the liquid limit shall not be more than 25 percent. o The gravel surface course shall be meet the requirement of ASTM D 1241 for Type I with the Gradation C or any other gradation which will grade within the following limits: o Percent Passing o Sieve Size by Weight 3/4", 100 No. 4: 38-65 No. 8: 25-60 No. 30: 10-40 No. 200: 3-12 Job 3: New Gate & Gate H-Brace Installation Gate H-Brace Post Installation: o H-braces should be reinforced with strainers and wire (12.5 gauge braided smooth), pulling towards corner anchor post. Horizontal post of H-brace is 5 feet long. o All posts should be just inside the footprint of the gravel pad so that the posts and gravel pad line up. o All posts will be set four feet into the ground with four feet exposed. o All posts should be augured and tamped. Material shall be liberally crowned around the post for settling purposes and post must be plumb. o Gate posts are 6"x6"x8' treated timbers to be buried at ~4' in the ground, vertically plumb. o Gate post holes need to be big enough to be able to compact soil all the way around the post. o A couple inches of small rock should be placed in the bottom of the hole first, then back fill around the post with 3/4 " - 1" rock, class 5 road mix, or a mix of rock and soil. o Material needs to be compacted in 3-6". Compact each lift until it doesn't compact anymore and until the hole is filled, mound slightly. Gate Installation: o Install cattle style gate provided by DNR on post with at least 4 feet in the ground o Gate placement and orientation must be straight with the existing road to allow vehicle traffic between posts. o Gate should be attached and swing from the H-brace posts. o The cattle gate should be installed plumb and level. The gate will need to be braced until soil tamping is firm enough to support the weight of the gate. Some scrap lumber may be needed for this bracing. Job 4: Perimeter Boulder Installation o Provide and install thirty-two (32) boulders around the perimeter of the parking lot. See map below for boulder placement. Blue Line denotes boulder placement. o Boulders shall be three to four (3-4) feet wide, and four (4) feet high. o Boulders shall be spaced three (3) feet apart around the parking lot perimeter. o 7 boulders North. o 10 boulders West. o 8 boulders South. o 7 boulders East. Materials provided by DNR o 3 sq x 8-foot green treated posts for the H-brace vertical posts and inline post. o One 6" sq x 5-foot green treated posts for H-brace horizontal posts. o In-line strainers/tensioners for H-braces and wire runs. o 12-foot metal gate o Geofabric and staples Materials provided by the Contractor o Nails, hardware, and miscellaneous supplies required to build the H-braces, as needed. o All equipment and hand tools necessary to complete the work per bid specs
