The City of Pomona ("City") is seeking proposals ("Proposals") from qualified engineering firms ("Proposers") for potable water, recycled water, and sewer master planning services and associated software providers. This Proposer team must include a qualified engineering firm with five years of experience with development of GIS based water and sewer system master plans. The successful firm shall demonstrate proven project management and technical upgrades for municipal water resources infrastructure. The City is seeking to have the Proposer identify a GIS based hydraulic modeling software and system to provide an update to the City's existing hydraulic analyses. The hydraulic modeling system and software must be compatible as an ESRI partner, provide the option for a digital twin, 1-d and 2-d hydraulic analysis, provide predictive analysis reports, and produce individual digital infrastructure scenarios. The objective of this RFP is for the City to retain an experienced and qualified engineering team to identify a long-term water and sewer hydraulic modeling system. This system must be GIS based, produced by an ESRI software partner, and be able to provide individual asset and citywide infrastructure analysis. The identified system will be used to provide an update to the City's existing potable water, recycled water, and sewer system hydraulic model. Existing system data will be provided to the Proposer to identify the updated operational constraints on the water resources infrastructure systems. Current system data such as SCADA records, fire flow records, wastewater flow tests, operational infrastructure systems reports, and field maintenance data will be provided to the Proposer to determine an updated executive summary and associated reports for the City. Updated customers, system demands, and discharges must be included in the master plan update. The City will provide the data to include in the update. A calibrated GIS based water and sewer hydraulic model is one of the required deliverables of this update. This update must include the potable and recycled water system hydraulic schematic figure, system capacity, peaking factor, new daily demands per capita, and operational infrastructure. This must include and identify the updated water average day, maximum day, maximum day plus fire flow demands. The update must include the sewer hydraulic system demand, sewer system capacity, peaking factor, daily average discharge, dry and wet weather peak day discharge, dry and wet weather peak hour discharge, and The City receives its water supply from four sources: (a) groundwater basins, (b) imported surface water, (c) local surface water, and (d) recycled water. The City operates over 30 domestic groundwater wells with a production capacity of over 34,000 acre-feet (AF) per year. There are 2 imported water connections on the Metropolitan Water District of Southern California (MWD) Orange County Feeder, Pomona-Walnut-Rowland Joint Water Line (PWRJWL) with water supplied by the MWD Weymouth Water Treatment Plant and the Three Valleys Municipal Water District Miramar Water Treatment Plant.
