The City of Pomona ("City") is soliciting proposals ("Proposals") from a qualified Consultant team ("Proposers") to conduct professional civil engineering, survey, construction management, inspection, and sampling services in accordance with the scope of service of specifications herein. The City is seeking a licensed and registered civil engineering consultant and a licensed professional land surveyor team to generate and produce a full site plan, grading plan, and topographic survey for an existing 4.9 MG Reservoir 5A (R-5A) site. A grading plan must be produced by the professional Consultant to identify the removal of all excavated soil and installation of engineered backfill soil. Reservoir 5A was constructed in 1928. This tank has been non-operational since 2018. Tank 5A serves the City in combination with respectively two additional 10 million gallon concrete reservoirs (R-5B and R-5C) onsite. Reservoir 3A is a concrete reservoir available to serve with these other concrete tanks to serve pressure zone 5. There is approximately 26.7 MG of combined capacity for these pressure zone 5 reservoirs. The proposed site plan must include and identify future space for a minimum 80' diameter 0.5 MG reservoir. A separate invitation for bids (IFB) will be advertised for the labor to demolish the site, backfill the reservoir structural void, and compact the backfill. The City of Pomona is planning to demolish the existing R-5A site with all structures, some associated piping, valves, and appurtenances by a licensed Class A or C-21 contractor. The City requires the contractor to follow the demolition plan to identify the proposed demolition site, a demolition debris hauling route, a grading plan, topographic survey, obtain all demolition permits, and the subsequent final site completion record plan for the infrastructure removal. All reservoir walls, roof, floor, support columns, and appurtenances must be demolished. The demolition contractor must also provide continuous air sampling to ensure that the air quality meets the South Coast Air Quality Management District's requirements.
