The City of Pomona ("City") is soliciting proposals ("Proposals") from qualified Consultants ("Proposers") for architectural, engineering design, and related services for the purpose of establishing a pre-qualified list of consultants for each of the Specialty Categories Q&A Deadline 05/19/2025 10:00 AM (PDT) Qualified consultants will remain on the City's "On-Call Master Consultant List (Master List)" for a term of five (5) years. The Master List will facilitate the implementation of the City's Capital Improvement Project (CIP) program and other services as-needed. The objective of this project is every five years, the City issues a Request for Qualifications (RFQ) to establish a list Master List of pre-qualified consultants to provide professional consulting services for Public Works Capital Improvement Program (CIP) projects with contracts not exceeding the amount specified by Public Contracts Code _ 22032(b). This RFQ categorizes services according to Specialty Categories. Consultants may submit a response for multiple Specialty Categories, but shall provide the information required of each Specialty Category. The City's selection committee will evaluate the responses based on the criteria set forth in the RFQ and will present the Master List to the City Council for approval. The Master List is valid for five (5) years after the City Council's approval. The City Council may approve a minimum of three (3) and a maximum of twenty (20) consultants for each Specialty Category (see "Submittal Requirements", Section B. 6). By establishing a Master List of pre-qualified consultants for each Specialty Category, the City has an efficient method to contract for professional services for CIP projects. Exceptions include individual contracts exceeding the cost set forth in Public Contracts Code _ 22032(b). The City does not need to formally solicit proposals each time a consultant service is needed for a specific project, but rather, as specific projects arise, City staff issues informal requests for proposals from at least three (3) pre-qualified consultants in the Specialty Category from which services are desired. If, as a result of an informal request for proposals, a consultant is selected to perform project-specific services, the consultant shall execute a Master Agreement with the City. The Master Agreement will establish the general scope of services for the applicable Specialty Category, and the consultant's fee schedule as set forth in the consultant's response to this RFQ. The consultant shall also execute a project-specific Engagement Letter, which establishes the project-specific scope of services. (Subsequent project awards, if any, shall only require an Engagement Letter, which shall be based on the Master Agreement already executed at the time of the first project award.). Please note that per Section 2-975(2) of the Pomona City Code, any unauthorized contact by the Respondent during the solicitation process with an official or city employee, other than those shown on the RFQ, the Finance Director or Purchasing Manager shall cause the Respondent to be immediately disqualified from participating in the process. The City's selection of pre-qualified consultants for the Master List does not guarantee that each consultant will be awarded any project-specific Engagement Letter thereafter.
