At said hearing, any interested person may appear and file objections thereto or to the cost of the improvements. The extent of work on this project is the furnishing of all labor, equipment, and materials for the construction of improvements generally described as follows: This project will include approximately 2,646 SY of 6" Reinforced PCC Shared Use Path pavement, 35 SY of 5" PCC Sidewalk, 408 CY of Class 10 Excavation, 48 LF of 12" CMP with aprons, 21 SY of Sidewalk Removal, 82 LF of 48" Ornamental Fence, Traffic Control, Erosion Control, and other miscellaneous work within the City of West Des Moines, Iowa. The kinds of materials, estimated quantities, and work to be done for the project on which bids will be received are as shown on the bid proposal for said project. The City Council of West Des Moines, Iowa, will hold a public hearing on the proposed Plans, Specifications, Form of Contract, and Estimate of Costs for the construction of said improvements in the Council Chambers, 4200 Mills Civic Parkway, West Des Moines. Each proposal shall be electronically accompanied by a scanned copy of the bid bond or a scanned copy of a cashier's or certified check drawn on an Iowa bank or a bank chartered under the laws of the United States in an amount equal to ten percent (10%) of the total amount of the bid. If a bid bond is submitted it must be on the form provided with the contract documents. A physical copy of the bid security will be required to be submitted to the City Clerk's Office by the apparent low bidder within 48 hours of the bid deadline. This bid security is provided to the City of West Des Moines as security that if the bidder is awarded the contract by the City, the bidder will enter into a contract on the form provided by the City at prices bid and shall furnish the required performance and payment bond to the City. If the bidder fails to execute the contract and to furnish an acceptable performance and payment bond or provide a Certificate of Insurance within ten (10) days after acceptance of the bid by the City, the bid security may be forfeited or cashed by the City as liquidated damages. The successful bidder will be required to furnish a performance and payment bond in the amount of one hundred percent (100%) of the contract price guaranteeing faithful performance of the contract and guaranteeing payment to all persons supplying labor and/or materials in the execution of the work provided for in the contract. Work on said project shall commence within ten (10) days of the written notice to proceed and shall be completed by June 26, 2026. Liquidated damages in the amount of five hundred dollars ($500.00) per day will be assessed for each day that the work remains uncompleted after the end of the contract period. The City reserves the right to reject any and/or all bids and to waive any and/or all technicalities and/or all irregularities.
