Project Title: FY25 Protective Coatings Project Location: Ellsworth AFB, SD 1. This solicitation is set-aside for 100% Small Businesses. 2. Projects under this IDIQ contract will consist of work based on a general statement of work further defined within each individual task order. 3. Work to be performed will be within NAICS code 238320 Painting and Wall Covering Contractors and size standard of $19.0M. 4. The performance period for the contract will be a base 5-year ordering period. 5. The awardees guaranteed minimum of $500.00 will be satisfied by attendance of the Post-Award Conference. 6. Task orders may range from $2,500.00 to $250,000.00. 7. The ceiling price for all orders combined is $8,775,000.00. 8. Payment and Performance Bonds shall be obtained at the individual task order level, as required. In accordance with FAR 36.204(g) Magnitude of Construction Projects, the price range is between $5,000,000 and $10,000,000. 9. Bid bonds are not required for the basic IDIQ but will be required as necessary for individual orders. 10. There is no site visit for the IDIQ award. Site visits will be held for task orders only. The 28th Contracting Squadron, Ellsworth AFB, South Dakota, has issued this Solicitation, FA469025R0004, to compete and award a single award Firm Fixed Price (FFP) contract for Protective Coatings Services for Ellsworth AFB. The estimated contract award date is 25 September 2025. This award will be a base five (5) years plus five (5) option years. The projected Period of Performance is currently 25 September 2025 24 September 2035. This will be a 100% Small Business set aside solicited under North American Industry Classification System (NAICS) code 238320 with a size standard of $15,000,000. To be eligible to compete for Small Business set-aside awards, vendors must be certified in accordance with current Small Business Administration (SBA) regulations.
