The work consists of: Removal and disposal of water treatment plant sludge in existing lagoons. The Contractor shall conform to all applicable local, State and Federal laws, rules and regulations; be responsible for jobsite safety and means and methods; supply all labor, equipment and materials; shall be responsible for identifying and contracting with a proper disposal facility; conforming with facility requirements; paying for all disposal costs; and providing documentation as described in the specifications. The contract is for a one-year term, with the option to renew for four (4) additional one-year terms. The contract period per term is: a maximum of 120 calendar days for substantial completion (sludge removal completion) and 180 days to final completion, both from the date of the notice to proceed for that year. However, once the contractor mobilizes to the site, the contractor has 45 days to complete the sludge removal (that, to obtain substantial completion), and another 60 days to achieve final completion such that the 45 days falls within the 120 days. All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Bid security in the amount of 5% of the Bid must accompany each Bid in accordance with the Instructions to Bidders. The Owner reserves the right to waive any informalities or to reject any and all bids. No bid may be withdrawn within 45 days after the scheduled time for receipt of bids.
