Site work and paving for a civil project in Berlin, New Jersey. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.
**As of June 13, 2025, the project was awarded to R.D Zeuli Inc., with an awarded amount of $419,697.97.** The work includes the furnishing of all labor, material and equipment necessary or required to complete all work set forth in these Specifications for the replacement of sanitary sewer main and laterals and pavement mill and overlay. Bids must be made on the standard Proposal form in the manner designated therein providing three (3) complete bid document packets and must be enclosed in a sealed envelope bearing the name and address of the bidder and the name of the project on the outside, addressed to Borough of Berlin Municipal Clerk, 59 South White Horse Pike, 2nd Floor, Berlin, NJ 08009 and must be accompanied by a Certified Check, Bid Bond or Cashier's Check drawn to the order of the Borough of Berlin for ten percent (10%) of the total amount bid, provided said security need not be more than $20,000.00. All bid guarantees shall be accompanied by an executed consent from an approved surety company, licensed to conduct business in the State of New Jersey, agreeing to furnish the required Performance and Maintenance Bond upon the award of contract. The signed Proposal forms and bid security must be delivered to the Municipal Clerk on or before the hour named above. The accepted bidder must sign the contract within ten (10) days after the Notice of Award or forfeit his bid security. Bid securities will be returned to all but the three apparent lowest responsible bidders. All other bid securities will be returned after awarding and signing of the contract and approval of the Contractor's Performance Bond. In accordance with P.L. 2021, c. 301 a contractor submitting the lowest bid for a contract that is subject to the Prevailing Wage Act, if that bid is 10 percent or more lower than the next lowest bid, to certify to the public body that the prevailing wage rates required by the Act shall be paid. Bidders are required to comply with the requirements of N.J.S.A 10:5-31 et seq. and N.J.A.C. 17:27. (Affirmative Action Law); N.J.S.A. 52:32-44 (Business Registration Act); and N.J.S.A. 34:11-56.48 et seq. (Public Works Contractor Registration Act). The right is reserved to reject any or all Proposals, in whole or in part, or to make awards to such bidder or bidders, who, in the judgment of the Borough of Berlin makes the most advantageous bid and to waive such informalities as may be permitted by law. The work for this project consists of the following items: 1. 2. 3. 4. 5. 6. 7. 8. 9. 10. 11. 12. 13. 14. Removal and proper disposal of asbestos cement sewer main. The asbestos cement pipe shall be removed in a non-friable manner and handled and disposed of as hazardous waste in accordance with all Federal, State and OSHA requirements. Contractor shall be responsible for bypass pumping of the sanitary sewer. A 6 force main discharges into the upstream manhole. The pump station connected to the force main is rated for 260 GPM. Installation of new 8 PVC sewer main and laterals. Trench restoration in accordance with the plans. Milling the existing cartway. Replacing handicap ramps as shown on the plans and where directed. Resetting castings to proper grade as needed to complete the improvements shown on the plans. Installing 3 HMA 19M64 Base Course in the trench areas on Franklin Avenue. Installing 1 1/2 HMA 9.5M64 Surface Course on Franklin Avenue. Clementon Road restoration with 8 HMA Base Course in trench and 2 mill and overlay to the limits shown on the plans. Replace B inlet castings with ECO heads. Applying for a Camden County road opening permit prior to starting work within Clementon Road. Traffic control and protection including trained flaggers and police protection as required for work within the County ROW. Restoring disturbed vegetated/lawn areas. As a minimum, all lawns shall be restored with topsoil, fertilizer, seed, and mulch. Other materials shall be restored in-kind. Providing all necessary traffic directors and traffic control in accordance with the MUTCD. Berlin Police Department must be contacted for any closures. Roadway shall be clean and open to traffic at the end of every day. The above descriptions of work outline the general items and distribution of work, and should not be construed as being all-inclusive. B. C. D. 1.3 Prior to beginning construction the Contractor shall have arranged for the video taping by a professional commercial photographer, of the existing site condition and adjacent public and private improvements. Two copies of the tape shall be provided to the Owner prior to the start of construction. No separate payment shall be made for videotaping but the cost thereof shall be included in the unit prices bid for the various items listed in the bid proposal form. Work contained in the Contract shall include, but not be limited to, the following items: Location of all existing utilities within the project limits. Notifications of all property owners affected by construction regarding parking and access to their homes, businesses and driveways. Maintenance and protection of traffic within the project area for the duration of the project. All other work of any type or description necessary for the completion of the project, whether or not specifically shown on the plans or called for in the specifications herein. Work shall conform to NJDOT Standard Specifications for Road and Bridge Construction, 2019 and applicable NJDOT 2019 Special Provisions for Local Aid Projects. Reference includes, but is not limited to, Sections: 401 and 902, as amended.
