Site work and paving for a civil project in Muskegon Heights, Michigan. Completed plans call for site work for a water / sewer project; road / highway; and for paving for a road / highway.

The project consists of furnishing all material and constructing the following approximate quantities: 1,450 ft. of 8-inch water main 13 lead water service line replacements 440 ft. of 12-inch storm sewer 3 sanitary sewer manholes with 210 ft. of 8-inch sanitary sewer 1,250 ft. of road reconstruction Including all necessary appurtenances and restoration. Contract documents may be examined online or at the offices of: City of Muskegon Heights, 2724 Peck Street; Muskegon Heights, MI 49444 and Prein&Newhof, 4910 Stariha Drive; Muskegon, MI 49441 And some local plan rooms. Drawings and specifications are available online or at the Muskegon office of Prein&Newhof after 5:00 PM, Friday, May 23, 2025. Electronic drawings, specifications and bidding documents will be accessible/available only to those Bidders who are active members of the Prein&Newhof Plan Room. Bidder assumes sole risk for any project specifications and drawings, electronic or hard copy, obtained other than directly from Prein&Newhof. The Prime Contractor is hereby notified that their bidding on this project must follow, document, and maintain documentation of their Good Faith Efforts to ensure that DBEs have the opportunity to participate in the project by increasing DBE awareness of procurement efforts and outreach. DBE Good Faith Efforts must be completed for all work to be subcontracted. Posting solicitations for quotes/proposals from DBEs online in accordance with conditions detailed in Appendix B is recommended . Soliciting DBEs for bids can also take the form of direct emails, phone solicitations, posting a notice online, etc. See the Proposal Checklist and Appendix B for additional requirements. The work to be performed under this contract will be financed and paid for by funds received from the Michigan Department of Environment, Great Lakes, and Energy (EGLE) Drinking Water State Revolving Fund (DWSRF) and with City of Muskegon Heights local funds. DWSRF monies will be received by the City of Muskegon Heights. Davis-Bacon/Prevailing Federal Wages apply to this project. Federal Labor Standards Provisions and associated documents that are incorporated in this contract are included in Appendix A. The DWSRF Project Number is 7751-01. The Contractor also will be required to comply with the debarment and American Iron and Steel contractual language included in Appendix A. A bid bond, certified check, or cashier's check payable to City of Muskegon Heights in an amount equal to five percent (5%) of the total price shall accompany each bid. This surety shall bind the bidder for a period of ninety (90) days after the receipt of bids. All work shall be substantially completed (Roads open to traffic) on September 4, 2026. Final restoration and project completion shall occur on or before September 18, 2026. The project shall be completed within 75 calendar days of commencing construction.
