All bidding and construction is to be performed in compliance with the request for the Proposal, Plans, Specifications, and (Contract for this project and any addenda issued thereto which are on file at the office of the City Clerk, City Hall, City of Oak Harbor, Washington. The engineer's opinion of probable cost ranges from $1,100,000 to $1,350,000. The City of Oak Harbor reserves the right to reject any or all bids, to waive irregularities or informalities in the bid or in the bidding, to accept any alternate bids, and to make such award that it deems to be in its best interest and pursua nt to the terms of the General Conditions.
