Sources Sought Notice: Elevator, Lift, and Dumbwaiter Inspections Introduction: The Department of Veterans Affairs, Boise VA Medical Center, is conducting a sources sought market research to identify potential businesses capable of providing Elevator, Lift, and Dumbwaiter Inspection services. This is not a solicitation. No contract or purchase order will be awarded from this announcement. Responses to this notice will be used to identify qualified, experienced, and interested potential sources. Statement of Work: General Intent The Contractor shall provide all supervision, labor, travel, equipment, parts, and supplies necessary to perform elevator inspection services on equipmen located at the VA Medical Center, 500 West Fort Street, Boise, ID 83702. All work shall comply with the terms, conditions, provisions, specifications, and schedules outlined in this proposal. Signing In and Out a. The Contractor shall report to the following offices during the specified hours: Monday Friday, 8:00 AM 4:30 PM: Facility Management Service, Building 50, Room 101, Phone: b. For each visit, the Contractor must sign in and out in person at the appropriate office using the response log. This is mandatory; phone numbers are for reference only. Response time will be measured from the Contractor s first appearance at the designated office. Log entries may be used to validate invoices. Upon departure, the Contractor shall notify the Facility Management Service of the work disposition. Included Work a. The Boise VA Medical Center (VAMC) requires independent, certified inspections of all elevators and dumbwaiters by a Qualified Elevator Inspector (QEI) holding current certification. b. Inspections shall comply with ASME A17.1, ASME A17.2, and ASME A17.3 standards. c. The Contractor shall coordinate inspections with the Contracting Officer s Representative (COR) and the elevator maintenance contractor, conducting all work during normal business hours (8:00 AM 4:30 PM, Monday Friday). Service Verification and Reporting a. The Contractor shall follow the check-in/out procedures outlined in A.2 to ensure VA awareness of their presence. Upon departure, the Contractor shall provide the Facility Management Service with a notice of work disposition, including: Contract purchase order number Date service initiated Date completed Equipment make and unique identification number/code b. The VA reserves the right to have a designated VA employee or competent contracted representative observe all work performed under this contract. Coordination with Equipment Users a. On-site, Contractor representatives shall coordinate with Facility Management Service to perform work. Depending on circumstances, the Contractor may be required to notify an area supervisor of their presence and any potential disruptions to operations. The Contractor shall respond to VA personnel inquiries about the work or direct them to Facility Management Service. If requested, the Contractor shall notify the area supervisor before leaving the area for the day. Minor delays (up to one hour per occurrence) due to coordination with equipment users are considered normal; the Boise VA will strive to minimize such interruptions. Downtime Limitations a. The Contractor shall minimize both full downtime (loss of essential equipment functionality) and partial downtime (actions limiting elevator, lift, or dumbwaiter operation) during service. Safety The Contractor shall obtain all required licenses and permits and take necessary precautions to protect persons and property from injury or damage during contract performance. The Contractor is liable for any injury to its representatives or others, and for damage to personal or public property caused by its fault or negligence. Parking and Traffic Rules Parking is available for Contractor vehicles on VA grounds in designated areas. The Contractor must comply with all traffic regulations. The VA will not reimburse or invalidate parking or traffic violations incurred by the Contractor. Submission Details: Interested vendors are requested to submit a capability statement, including: Company name, address, UEI, and point of contact. If the services are available on a current GSA Federal Supply Schedule contract. Business size and socioeconomic status (e.g., Small Business, Service-Disabled Veteran-Owned Small Business, etc.). A brief description of previous work similar in scope. Proof of QEI certification and compliance with ASME standards. Any other relevant information that demonstrates capability to perform the required services.
