The purpose of this Request for Proposal (RFP) is to solicit sealed proposals from qualified vendors to provide professional services for the installation, maintenance, and removal of navigational aids within state-maintained waters. All work must be conducted in compliance with the United States Coast Guard Private Aids to Navigation (PATON) regulations. The objective of this RFP is to establish a contract with one or more vendors capable of removing and replacing damaged or missing navigational aids in a timely and compliant manner. Each Vendor's contract shall be valid for a three (3) year period from November 15, 2025 and end November 15, 2028. Each contract may be renewed for two (2) one (1) year periods through negotiation between the Vendor and DNREC. Negotiation may be initiated no later than ninety (90) days prior to the termination of the current agreement. The State reserves the right to extend this contract on a month-to-month basis for a period of up to three months after the term of the full contract has been completed. The Vendor(s) shall provide all equipment, materials, and labor to supplement the State of Delaware's need for Aids To Navigation (ATON) Maintenance as described herein. The contract will require the Vendor(s) to cooperate with the ordering agency to ensure the State receives the most current state-of-the-art material and/or services. All questions with regard to the interpretation of this solicitation, drawings, or specifications, or any other aspect of this RFP must be received in writing. The Bid Bond requirement has been waived. The Performance Bond requirement has been waived. The State reserves the right to advertise a supplemental solicitation during the term of the Agreement if deemed in the best interest of the State. The State of Delaware reserves the right to cancel this solicitation at any time during the procurement process, for any reason or for no reason. The State of Delaware makes no commitments, expressed or implied, that this process will result in a business transaction with any vendor. This RFP does not constitute an offer by the State of Delaware. Vendor's participation in this process may result in the State of Delaware selecting your organization to engage in further discussions and negotiations toward the execution of a contract. The commencement of such negotiations does not, however, signify a commitment by the State of Delaware to execute a contract nor to continue negotiations. The State of Delaware may terminate negotiations at any time and for any reason, or for no reason.
