The Miller-Rice Pile Dike Rehabilitation project involves enhancing and connecting enrockments of existing pile dikes PD 23.71 and PD 23.81, and repairing and enhancing PD 24.63. Specific work includes raising and sloping enrockment crests to designated elevations using ODOT Class 1500 Riprap, constructing new rock-only connections between dikes, and installing eight new hazard marker piles with steel pipe monopile structures and navigation hazard signs. The enhanced enrockments will feature 8-foot crest widths and 1.5H:1V side slopes. The design avoids demolition of existing piles and spreaders, with stone placement offset to eliminate interference. Debris within placement areas will be removed and disposed of at approved upland facilities. The project is intended to stabilize the Federal Navigation Channel (FNC) and reduce dredging activities, while minimizing environmental and navigational impacts. Construction is anticipated to begin in May 2026 and be completed by the end of 2028. The estimated construction cost is between $25 million and $100 million, and one firm-fixed-price contract is expected to be awarded.
