*As of October 16, 2025, this project is no longer moving forward. The City of Palm Bay is soliciting bids for the Unit 44 Road Bond Paving project, which involves comprehensive roadway rehabilitation within the Unit 44 neighborhood. The scope includes full depth reclamation (FDR), milling and paving, thin lift overlays, and associated improvements such as utility adjustments, curb and sidewalk repairs, ADA upgrades, striping, and sodding. Select collector streets will require night-time paving due to traffic and safety considerations. The project is designed to improve road conditions and extend pavement life across multiple streets. All work must comply with FDOT standards and include coordination with city inspection staff. The contract duration is 180 calendar days, with substantial completion required within 150 days. Deadline for Questions June 17, 2025 @ 5:00 P.M. The project will consist of the following pavement treatments for Unit 44. The roadway treatment shall include the following: - Full Depth Reclamation (FDR) o 2" Overlay o 1-1/2" Overlay o 1-1/12"Overlay and 2" Recycled Asphalt - 2" Milling & Paving - 1.5" Milling & Paving - 1.5" Thin Lift Overlay All streets shown on the construction plans are located within Unit 44 in the City of Palm Bay Right of Way. Construction shall include all incidental work items to be performed as per construction plans to include: FDR operation, milling and paving, thin lift overlay, utility riser adjustments, patch repair, spray herbicide, edge grading, sodding, sidewalk connections, curb repairs, ADA detectable warning mats, temporary striping and final thermoplastic striping and pay quantities provided for each shown in the bid documents. The selected contractor shall furnish and install all construction work identified on the plans and per the specifications identified herein. The FDR and paving operations on Amador Ave, Snowbird Ave, Lameque Street, Baca Ave, Barton Ave, Wake Forest Road, Vars Street, Dallam Ave, Glendale Ave, Shelter Street, Gadsden Ave, Glencove Ave, Eagle Ave, Halstead Ave, Napanee Street, Jacobin Street, Fairlight Street, and Camas Ave shall include a shuttle buggy or Material Transfer Vehicle (MTV) and all streets will include a traffic roller or pneumatic asphalt roller. For the FDR mix design, the percent of emulsion and cement for each street is shown below in the table. Asphalt millings will be added to the FDR operations on Amador Ave, Wake Forest Road, and Jacobin by adding 2 inches by volume of 3/4 -inch asphalt millings to 8 inches by volume of reclaimed base. The Contractor is responsible for testing the existing millings within the project bounds and preparing a mass balance for FDR operations. Independent testing for FDR mix design. If the roadway requires additional millings due to deficient asphalt pavement, the City shall provide the added millings. Additional millings will need to be loaded and trucked from 1750 Main Street NE (Westside of stockpile) to the project streets. Excess millings from the milling operation of roadways will be transported to a City property at the intersection of Madden and Osmosis in Unit 49 to be coordinated with PW operation. Mailbox adjustments are included in mobilization cost. Contractor shall provide passing test results per design standard every 1500 LF. Any failure to reach passing tests, the contractor is obligated to remix the roadway at their own expense. Quantity truck tickets are to be provided daily. Milling and paving may require leveling or patch repair which is covered under leveling course of asphalt.
