o Compatible with all PLC's, radios, and antennae listed above. o Minimum features of existing software elements, listed above. o Ability to expand all features by minimum of 20%. o Ability for City staff to add and edit screens, inputs/outputs, alarm points, and logic functions, either intrinsically, or through a supplemental developer license to be included in the bid. o Built in graphics library. o Ability to save and access cloud-based historical data, either intrinsically or through supplemental historian software, is to be included in the bid. o Ability to export data to Excel for reporting purposes. o Ability to send alarms from the system to one or more cellular telephones either intrinsically or through supplemental alarm software to be included in the bid. o Minimum of ten unique user profiles including adjustable user privileges. o Minimum of three concurrent user licenses. o Ability to access screens and view and manipulate data from iOS or Android mobile devices using an application, and from desktop computers via web. o Comply with industry standards including NERC CIP and ISA/IEC 62443. o Annual subscription to include automatic software updates. o Software must support multifactor authentication and single sign-on. o Cloud-based data available for more than one data center. Contractor has obtained, and delivers concurrently herewith, a performance bond, a payment bond, and all insurance documentation, as required by the Contract. The City reserves the right to reject any and all proposals, cancel all or part of this RFP, waive any minor irregularities and to request additional information from proposing firms. By requesting proposals, the City is in no way obligated to award a contract or pay expenses of the proposing vendor in connection with the preparation or submission of a proposal.
