Site work and renovation of a civil project in Clearfield, Pennsylvania. Completed plans call for the renovation of a road / highway; for site work for a road / highway; and water / sewer project.

**As of August 21st, 2025, this project has not yet been awarded. A timeline for the award has not yet been established.** The work shall be performed under multiple contracts and bidders may submit proposals for the respective contract or contracts as follows: Contract No. 2025-1: General-Mechanical Work Contract No. 2025-2: Electrical Work. The work involves construction of a new 2.5 million gallon per day capacity water treatment facility including earthwork, access roads, mechanical piping and equipment, membrane filtration system (cartridge type), chemical feed and storage systems, finish water clear well, wastewater holding tanks, chemical pretreatment building modifications, yard piping, instrumentation control and monitoring system, HVAC work, plumbing work, electrical work, building-architectural work, structural steel and reinforced concrete construction, site improvements and all required appurtenances. Bidders are advised that this project is being financed by the Pennsylvania Infrastructure Investment Authority (online). The attention of the Bidders is also directed to the Disadvantaged Business Enterprise (DBE) and the Super Cross Cutter Requirements for Construction Projects funded under the online Clean Water and Drinking Water State Revolving Fund loan programs. Bidders must submit DBE contact and commitment documentation with the Bid. Contractors must demonstrate the Six Good Faith Efforts to identify and solicit DBE firms that are potential sources for any procurement action in the areas of project construction, equipment, services and supplies by including state qualified small businesses and minority and women owned business enterprises in the bidding process. Each bid must be accompanied by a Certified or Bank Check; or Bid Bond naming as payee or oblige (as applicable), the Clearfield Municipal Authority, in the amount of five percent (5%) of the total amount of the bid as security for proper execution of the Agreement and submitting other documents as required by the Bidding Documents. No bids may be withdrawn, except when the Bidder(s) comply with the withdrawal requirements of Act No. 4 of the General Assembly of Pennsylvania, Senate Bill 793, Printers No. 1655, as amended. The Successful Bidder will be required to execute the Agreement and to furnish a performance and payment bonds, each of said bonds to be in the amount of one hundred percent (100%) of the Contract Price, all in the respective forms provided in the Bidding Documents. The Contractor also will be required to furnish evidence of insurance coverage as required by the Bidding Documents. All bonds shall be executed by sureties named in "Circular 570 - Companies Holding Certificates of Authority as Acceptable Sureties in Federal Bonds and as Acceptable Reinsuring Companies" (current publication) by the Audit Staff, Bureau of Government Financial Operations, U.S. Treasury Department. Provisions for liquidated damages for failure to timely attain a Milestone, Substantial Completion, or completion of the Work in readiness for final payment, are set forth in the Agreement. Event Bid Description: All Bids shall be in a sealed envelope and plainly marked as follows: Clearfield Municipal Authority 107 East Market Street Clearfield, PA 16830 BID FOR: Contract No. All bids shall be sealed, and include one (1) original and two (2) copies. The Bidder shall include the fully completed Non-Collusion Affidavit with the bid. Doc note: Bidding documents are available electronically at no cost. Hard copy sets of Bidding Documents can be obtained from the Engineer upon payment for each set of a non-refundable fee of One Thousand Five Hundred Dollars ($1,500.00). Payment is also accepted using VISA or MasterCard; there will be an additional charge for express delivery requests. Addenda, if any, will be issued to officially registered Bidders on record at the Issuing Office as having obtained Bidding Documents. Bidders must contact Issuing Office for a Bid to be considered. Clearfield Municipal Authority reserves the right to reject any or all bids or parts thereof or items therein, to waive any defects or irregularities in the Bids, and to accept any Bid which, in its judgment, is for its best interest. Bids shall remain open for a period of sixty (60) days from the date of Bid opening unless award is delayed by a required approval from a governmental agency, the sale of bonds, or the award of a grant or grants, in which event the Bids shall remain open for a period of one hundred twenty (120) days from the date of Bid opening. Question deadline - 7 July 2025 Questions received less than seven days prior to the date for opening of Bids may not be answered.
