This Request for Qualifications (RFQ) is in response to the City of Asheville need to hire a team of qualified design and engineering professionals to help the City rebuild its parks and transportation facilities after catastrophic damage from Hurricane Helene. A key element of the City's overall storm recovery strategy is resilience. The RFQ process will allow the City to select a design team with the expertise needed to maximize eligibility for mitigation funding, ensuring that projects are not only restored but also fortified against future environmental challenges. Hurricane Helene significantly impacted several public parks, facilities and transportation systems along the Swannanoa River corridor. Impacted properties include (but are not limited to) Gashes Creek vehicular bridge and dam, a portion of Azalea Rd., Recreation Park and swimming pool, Azalea Park, Azalea Rd. and their ancillary building structures, infrastructure and amenities. A map of the project area can be found at this link. Damages are estimated to be in the range of $26M or greater. It is expected that this request will result in the development of a list of 3-5 firms that will be interviewed. Based on the submittals and possibly the interviews, the highest-ranking firm will be selected for negotiations for a contract.
