The intent of this bid is to provide a term contract to furnish plumbing services to LSUA on an as needed basis. LSUA desires to enter into a contract on an annual basis for general plumbing services. Work to be performed will primarily be routine maintenance repairs, troubleshooting, and may include some minor modifications of existing systems and/or installation of new systems. Supplier will perform jobs both indoors and outdoors. Work will consist of the removal and installation of various types of plumbing related items such as water pipes, drains, water heaters, some welding, etc. Tasks may consist of extensive maintenance repairs, preventative maintenance, or installation of equipment throughout the LSUA campus. However, the successful bidder must respond to calls within the specified response time as set by LSUA and perform the job to the specifications and satisfaction of the university. The supplier shall supply to LSUA plumbers who are qualified to work on all the types of plumbing equipment. Supplier shall supply plumber assistants to assist the plumbers, as required. Each task shall be accomplished by the appropriate skill level needed to accomplish the work safely, successfully, and efficiently. Supplier shall provide owner with an hourly rate for each line item included within this bid. This hourly rate shall not include cost of materials, supplies or equipment rental. Plumbers must be qualified to work on all systems on the LSUA campus. Plumber's assistants will be supplied by the contractor as needed. Manpower from LSUA maintenance personnel will be furnished as needed and that will be determined by LSUA Facility Services Executive Director. LSUA manpower needs will be scheduled prior to the service need whenever possible. The contractor shall meet with the Facility Services Executive Director or his representative prior to starting a job to obtain the scope of the job and to set up a schedule of work, including hours and days to work. The contractor shall point out in writing any conditions that they do not or will not accept prior to starting. Commencement of work on a job will constitute acceptance of the area's conditions. LSUA Facility Services Executive Director will assign the jobs, inspect work, coordinate work with other University personnel as needed. The contractor shall report to the Facility Services Executive Director or his representative at the start and finish of each workday and/or each job. WORKING HOURS: Unless prior arrangements are made, work will be performed during normal working hours of the LSUA Facility Services Department. These hours are from 7:00 AM - 4:00 PM, Monday through Friday. Payment will be made only for hours worked, with a regular work day being eight (8) hours. All breaks, meal breaks, and all transit time is not considered billable, unless LSUA FSA deems it appropriate for successful and safe completion of work. This includes time for materials procurement. RESPONSE TIME: Supplier must acknowledge a request for service within two (2) working days, with normal working days regarded as 7:00 AM - 4:00 PM, Monday through Friday. In case of an emergency, an immediate response is required. Examples of emergencies include, but are not limited to the following: 1.) A floor drain blockage-causing water to remain on the floor. 2.) A broken component to vital systems such as sewage or waterlines. 3.) Any issue with a plumbing system that prevents normal occupancy and use of the Affected space. LSUA may schedule emergency work on shorter notice if needed. LSUS FSA will notify supplier ASAP. In an emergency, LSUA may require work to be performed on overtime or weekends, depending on the severity of the need. Should the supplier fail to respond within these guidelines, LSUA reserves the right to go to the next low bidder for these services after giving thirty (30) days written notice to the contractor. QUALIFICATIONS: All workers furnished under this contract must be experienced with plumbing equipment and systems, and plumbers duly licensed. Assistants must have at least six (6) months experience in their craft and must work under supervision. The contractor must be qualified to troubleshoot the existing systems, read diagrams, schematics, etc. in order to make necessary repairs or modifications. Bidder may be required to supply a list of references to justify previous experience, indicating the ability of the bidder to perform the necessary work. Supplier may be required to supply a summary of experience, indicating the ability of the supplier to perform the required work, if requested by the university. Failure to supply this information in the requested timeframe shall result in a rejection of supplier's bid. If, in the opinion of LSUA, the manpower supplied by the contractor cannot perform the required work, the remaining portion of the contract may be canceled. Supplier may be required to work in confined spaces. All applicable safety regulations shall be followed and adhered to and any confined space work that is necessary shall be brought to the attention of LSUA FSA for approval before beginning work. Supplier may be required to provide a copy of the confined space program and plan for each necessary task for specific jobs upon request. Program shall minimally follow OSHA Standards - 1910.146 Permit-required confined spaces.
