Dorchester County (the County) invites qualified firms to submit bids to provide grounds maintenance at sixty-four (64) of the County's pump stations. This Invitation for Bids (IFB) document provides background and general information for Respondents and should be used in the development of bids. General Description/Background Dorchester County, South Carolina is soliciting sealed bids from qualified contractors to provide comprehensive landscaping and grounds maintenance services at various Water and Sewer Department pump station sites located throughout the County. The intent of this Invitation for Bids (IFB) is to establish a contract with a reliable vendor to ensure routine lawn care, vegetation control, debris removal, and site cleanliness for sixty-four (64) facilities, as listed in the attached Pump Station Lawn Care Schedule. These sites are critical to the County's utility infrastructure and require consistent upkeep to ensure safe access, operational visibility, and regulatory compliance. The awarded contractor will be responsible for furnishing all labor, equipment, materials, supervision, and incidentals necessary to maintain the sites in a clean and orderly condition. Currently, this Scope of Work is being completed internally; however, it is no longer feasible for staff to perform these services. The resulting contract will be administered by the Dorchester County Water & Sewer Department. All services shall be performed in accordance with the specifications contained herein and under the supervision of the Water & Sewer Director or his designee. Scope of Work Mowing and Trimming Mow all grass to a uniform height not to exceed 3 inches. Trim all areas inaccessible to mowers, including fence lines and around equipment. Vegetation and Weed Control Apply approved herbicides to all cracks in sidewalks, curbs, and other hard surfaces. Prevent and remove overgrown vegetation at all times. Litter and Debris Removal Remove all litter, leaves, and debris before and after each mowing service. Do not dispose of debris in County-owned containers. Property Appearance Ensure entrances, sidewalks, curbs, and parking areas remain free of debris. Avoid blowing clippings into neighboring areas or storm drains. Site Reporting and Communication Provide written documentation of service dates (email, invoice, or site log). Report turf damage or need for reseeding to DCWS Superintendent. Repairs Contractor shall repair any turf or property damage caused during service at their own expense. Frequency Minimum service: once per month per location (April through October). Additional services may be requested via separate PO. Service Hours Work to be performed between 7:00 AM and 6:00 PM unless otherwise approved. Contact with other County personnel during the bid process may result in a determination of non-responsiveness for any bid submitted by your firm. The term of the contract will be one year with up to four additional one-year terms. Award of Contract Award of Contract will be made to the lowest responsive and responsible bidder(s) whose bid, conforming to the IFB, is most advantageous to the County, price and other factors considered. The County reserves the right to make multiple awards based on the capacity of each Bidder, beginning with the Lowest Responsible Bidder. The County reserves the right to 1) reject any or all bids and any part of a bid; 2) waive informalities, technical defects, and minor irregularities in bids received; and 3) award the bid(s) received on the basis of individual items or groups of items or the entire list of items. The County shall be the sole judge of the suitability of the items or services to be provided pursuant to this IFB. The County reserves the right to request the contractor/vendor's latest financial statements and other such additional information as may be reasonably necessary to determine whether the contractor/vendor should be awarded the contract. For debriefings, protests and appeals after the award of a contract, contractors are advised to consult the Procurement Policy Manual located online.
