Dorchester County is seeking bids from qualified and experienced Class WL (Water & Sewer Lines) contractors interested in completing the Pecan Tree Water & Sewer Line Extension Project. The project consists of installation of approximately 1,238 linear feet (LF) of 16-inch water and 1,047 of 12-inch gravity sewer mains which includes 282 LF of 30-inch, 594 LF of 24-inch, and 315 LF of 16-inch steel casings installed by bore and jack method, one (1) fire hydrant, five (5) 5-ft diameter manholes, one (1) 5-ft diameter doghouse manhole, one (1) water service, and necessary appurtenances. The Class WL Contractor shall furnish all labor, tools, materials, equipment, and supervision necessary to complete the Work found in Attachment A (IFB Specifications) and Attachment B (IFB Drawings) and as according to the terms and conditions found in the entire solicitation document. Work shall be substantially complete within One Hundred and Fifty (150) calendar days after issuance of Notice to Proceed. Contractor shall examine and thoroughly familiarize himself with all existing conditions including all applicable laws, ordinances, rules, and regulations that will affect his work, prior to submitting a bid. It is the responsibility of the contractor to ascertain by any reasonable means all conditions that will in any manner affect his work. Contractor shall contact the Purchasing Services Manager for any additional information that he deems necessary for him to be fully informed as to exactly what is to be expected, prior to submitting a bid. This, however, shall not relieve the Contractor of the necessity for fully informing himself as to existing physical conditions. Contact with other County personnel during the bid process may result in a determination of non-responsiveness for any bid submitted by your firm. Any bid over $25,000 must be accompanied by a bid bond acceptable to the County. Bid bonds must be issued by a corporate surety registered and authorized to do business in the State of South Carolina. Bid bonds shall be payable to the County, shall be for at least five (5%) percent of the total amount of the bid, and shall serve as a guarantee deposit that the bid will be carried out to the complete satisfaction of the County. In lieu of a bond, Bidder may submit a certified check or cashier's check in aforesaid amount payable in U.S. funds. Faxed bid bonds will not be acceptable. Bid security will be returned to all bidders after the successful Bidder has executed the Contract and delivered all required bonds and insurance certificates and endorsements. Bidders will not be entitled to any interest earnings on returned funds, and in the case of bid security by check, such will be returned to bidder. Payment Bond: 100% of the total amount of the Contract. Performance Bond: 100% of the total amount of the Contract. Bidders are invited to attend the opening of this bid at the time stated. The Work is located at the following Site: 1. Along Highway US 78 within the road right-of-way. 2. Crossing Norfolk Southern Corporation railroad right-of-way. 3. Temporary construction easement as shown on the plans.
