This project involves improving the existing Borough-Owned "Quarry" property at the intersection of North Race Street and East Factory Street. Improvements include, but are not limited to, the demolition of the existing site fencing, and curb foundation, the removal of ~65-cubic yards of sediment, the reconstruction of an existing riprap apron, the installation of ~65-cubic yards of riprap bank stabilization, ~1,500-square feet of erosion control matting, ~875-linear feet of new chain link fencing, a 30-foot-by-15-foot observation deck, and a sediment forebay. Installation of the observation deck and 4' hog wire fence and gate. 9. Installation of perimeter fencing. 10. Demobilization of all materials and equipment. General Bid Scope of Work 1. Mobilization: a. Description: 1) This item shall also include mobilization, traffic control, maintenance, clearing and grubbing, cleaning, restoration, disposal of materials, preconstruction photographs/documentation, videotaping (pre- and post-construction), coordination with utilities, removal of facilities (demobilization) and conformance with grant requirements. b. Unit of Measure: Lump Sum (LS). 2. Existing Fence Removal a. Description: 1) This item shall include the demolition and removal of the existing site perimeter fencing. 2) Note: If the curb wall demolition alternate is not selected, then holes in the curb from the fence posts shall be grouted and sealed. b. Unit of Measurement: Lump Sum (LS). 3. Erosion & Sediment Controls a. Description: 1) This item shall include installing the following items as shown on the plan: a) Sand Bag Cofferdam b) Erosion Control Matting (ERONET S150 & SC150) c) Bank Stabilization d) Permanent Rock Construction Entrance e) Temporary & Permanent Seeding b. Unit of Measure: Lump Sum (LS). 4. Stormwater Improvements a. Description: 1) This item shall include installing three (3) Fixed End Structures (FES) and the northern riprap apron as shown on the plan. 2) Note: This item is associated with but not included in Alternate #1. b. Unit of Measurement: Lump Sum (LS). 5. Sediment Removal a. Description: 1) This item shall include removing sediment from the quarry, along the bank between East Factory Street and North Race Street. Contractor shall only remove sediment as directed by the Borough Engineer. Clean fill shall be provided to restore the area within the limits of removal back to existing grade. 2) Note: Weather permitting, the limits of sediment removal shall be marked in the field prior to the bid due date. Unless stated otherwise in future addenda or public notification, an estimated 55-cubic yards of sediment removal shall be used for bidding purposes. b. Unit of Measurement: Lump Sum (LS). 6. Site Grading a. Description: 1) This item shall include providing fill to grade the lawn area between North Race Street and the Observation Deck, as well as, grading for the rock construction entrance along East Factory Street and as required for the observation deck fence and 5-foot grass strip along North Walnut Street. b. Unit of Measurement: Lump Sum (LS). 7. Sediment Forebay & Riprap Retrofit a. Description: 1) This item shall include the installation of the sediment forebay, gabion basket, and outlet pipe as shown on the plans. It shall also include resetting the existing riprap apron in the southwest corner of the quarry as shown on the plans. b. Unit of Measurement: Lump Sum (LS). 8. Observation Deck (15'x15'), 4' Hog Wire Fence and Gate a. Description: 1) This item shall include the installation of the observation deck, 4-foot wire fencing and gate as shown on the plans. 2) Note: The gate shall be self-latching and lockable. b. Unit of Measurement: Lump Sum (LS). 9. Perimeter Fencing and Gates a. Description: 1) This item shall include the installation of the 4-foot galvanized steel chain link perimeter fencing and gates. 2) Note: The gates shall be self-latching and lockable. b. Description: 1) This item shall include the replacement of the existing stormwater pipe and inlet connection in the northwest corner of the quarry as shown on the plans. b. Description: 1) This item includes the demolition and removal of the existing curb wall, as well as filling leftover voids with clean fill to create a consistent grade. 2) Note: Bidders shall provide the net price increase for removing the existing curb wall. b. Description: 1) This item shall include the installation of 4-foot black vinyl chain link fence as specified. 2) Note: Bidders shall provide the net price difference (+/-) for changing to the black vinyl chain link fence as opposed to the galvanized chain link base bid fence. b.
