The City of Rock Island is hereby requesting proposals from qualified consultants to develop a Comprehensive Parks & Recreation Master Plan ("Parks Plan"). The Parks Plan will drive the City's Park & Recreation Department's long-range planning, decision making, and resources toward a clearly defined vision for its future, including development and redevelopment of the parks, facilities, open spaces, and recreation system over the next 5 to 10 years. The planning process will consist of the following components: needs assessment, visioning, identifying and evaluating community needs, priorities and opportunities, and creating a phased implementation and financial plan for priority improvements, including a capital replacement plan. The consultant will create a document which summarizes the planning process, data collected, the analysis of forecasted needs and implementation strategies. The City of Rock Island is located on the Mississippi River, approximately 175 miles west of Chicago. Rock Island is a major city in what is known as the Quad Cities, a region with a population approaching 400,000 that encompasses Rock Island, Moline, and East Moline, Illinois, and Davenport and Bettendorf, Iowa. According to the 2020 census, Rock Island's population is 37,108. The City is organized under a council-manager form of government, with legislative authority vested in a City Council made up of a Mayor and seven Alderpersons. Additionally, the City is a home rule unit under the 1970 Illinois Constitution and, as such, has broad powers to support development activity in the community. Administrative functions are unified through the direction of the City manager who is appointed by the Mayor and Council and charged with overseeing the day-to-day operations of the City and its more than 350 full-time employees. City staff provide a variety of services through ten departments that include Police, Fire, Community Development, Economic Development, Finance, Parks & Recreation, Human Resources, Library, Public Works, and the Martin Luther King Jr. Community Center. The Parks & Recreation Department has identified the following tasks to be included in the scope of services. The Parks & Recreation Department will assist the selected consultant in managing the operational aspects of the project and coordinating work with the relevant parties. The department will provide overall support for project tasks. The Director of Parks & Recreation and Assistant Director of Parks & Recreation will serve as the lead liaisons for the project, although other support staff may be involved from time to time. The consultant will hold progress meetings with the department (in-person or virtually) as often as necessary (approximately once per month) until a final plan is approved. The liaisons may schedule progress meetings, as necessary, at key times during the development of the plans. The consultants shall also provide progress reporting throughout the project as deemed necessary by the liaisons. Please note that these are the general services required and are considered to be the minimum required to complete the project. The consultant is given latitude toward its approach of the scope outlined in the prior sections and is encouraged to propose additions/edits that lend to the best process. Following the selection process, a meeting will be held with the selected consultant to negotiate the final scope of work and a contract for services. Therefore, the City reserves the right to revise the final scope of work. Bidders shall keep the bidding process confidential. Each bidder shall be fully acquainted with conditions relating to the scope of services, any current government regulations pertaining to the work, and restrictions associated with acceptable execution of requested work. Failure or omission of the bidder to acquaint themselves with conditions shall in no way relieve them of any obligation with respect to their bid or subsequent contract. The bidder shall provide financial and programmatic information as required by the City of Rock Island to comply with all Federal, State, and local law reporting requirements. The bidder shall also adhere to all applicable Federal, State, and local regulations.
