Fall Creek Snowmobile Bridge Eau Claire County is soliciting bids for the design, fabrication, and installation of a 60-foot snowmobile bridge in the Township of Lincoln. The project includes removal of the existing bridge, construction of new abutments and approaches, and compliance with all permitting and environmental requirements. The bridge must support a 25,000 lb groomer load and be completed by December 31, 2025. Eau Claire County reserves the right to accept or reject any or all bids and to waive technicalities in any bid or part thereof deemed to be in the best interest of Eau Claire County. Design, furnish and install the Fall Creek Snowmobile Bridge, and abutments in accordance with the requirements of the specifications as follows. RELATED REQUIRED WORK The Contractor shall be responsible for designing, permitting, detailing, fabrication, delivery, construction and erection of the entire Fall Creek Snowmobile Bridge with abutments. Contractor shall also remove the existing snowmobile bridge, communicating with snowmobile club to determine the fate of the removed bridge. UNIT PRICES Payment for "Design/Build Fall Creek Snowmobile Bridge" shall be compensation in full for all costs of design, supply, fabricating, and installation including abutments and approaches for the Fall Creek Snowmobile Bridge. AWC National Design Specification (NDS) Supplement: Design Values for Wood Construction 2015 Edition WI DNR "Bridge Guidelines" New and Replacement Snowmobile and All- Terrain Vehicle Bridges. - current edition Chapter NR 320 Bridges In or Over Navigable Waterways FALL CREEK SNOWMOBILE BRIDGE Bridge design shall be the responsibility of the bidding contractor or bridge supplier. Design shall be in accordance with AASHTO specification, all current interims and the following criteria: A. Bridge dimensions: 1. Bridge #1- FALL CREEK BRIDGE (Latitude 44.769942, Longitude- 91.259549) a. Clear Span =60' (no piers allowed) b. Clear width = 12' c. Groomer load 25,000 LB. d. Total rail height shall measure at least 42" above deck surface and meet AASHTO requirements. B. Bridge Deck: Single layer deck utilizing full 3" dimensioned lumber or approved alternate. C. Railing shall include a minimum 8-inch-high kick plate. Fastened on edge perpendicular to the deck to assist grooming and retain snow on deck. Vertical pickets are not allowed. D. The bridge will have a minimum of 5 feet of navigational clearance beneath the bridge. E. All dead loads, applied dead loads, live loads, and wind loads as specified in the AASHTO specification. 1. Live loads: (worst case loading shall be used for design) 2. AASHTO pedestrian load 3. GVW positioned to produce the maximum load effect, combined with a 60 psf snow load. Groomer load for girder and/or truss design shall be considered to be evenly distributed over 8' wide x 10' long area. For structural plank design and deck stringer, a wheel load equal to 30% of the groomer GVW shall be used. ABUTMENTS/APPROACHES A. B. C. D. E. F. Bridge abutment design shall be the responsibility of the bidding contractor or bridge supplier. Base design shall be of a 13' wide by 36" tall bearing pan with legs. Erosion and scour protection shall be provided. Anchoring detail must be supplied with plans. The bridge supplier based on bridge reactions resulting from all loading conditions shall dictate depth of post and sill and post and sill capacity. All approaches must be placed on existing ground with no fill added. The project area is in mapped wetlands. Bridge crossings should be signed with standardized reflective black and yellow hazard markers on each end rail of the bridge. Each hazard marker of the pair will be placed with the alternate black and yellow 45 degree diagonal stripes facing down and in toward the center of the bridge. Eau Claire County Parks and Forest Department will not supply soil information from the site. If required, soil investigation will be the responsibility of the bidding contractor or bridge designer. B. C. D. Rock riprap placement shall be the responsibility of the bidding contractor. Incorporate the necessary amount of riprap required to protect the approaches/abutments. Rock riprap shall be graded so that the individual rock fragments shall be dense, sound and free from cracks, seams and other defects conducive to accelerated weathering. The rock fragments should be angular to sub rounded in shape. The least dimension of each individual rock fragment shall be not less than one-third the greatest dimension of the fragment. It should also be free from dirt, clay, sand, rock fines and other materials not meeting the gradation limits. Rock shall be excavated, selected and handled as necessary to meet the grading requirements for rock in a D50=8" gradation. The Eau Claire County Parks and Forest Department shall approve the source of the rock prior to delivery. The subgrade surfaces on which the rip rap, filter or bedding material is to be placed shall be cut or filled and graded to prevent irregular surfaces along the length of the placed material. Any fill material used to bed the riprap shall be compacted in accordance with Wisconsin Construction Specification #3. The surface of the finished product shall be spread uniformly on the prepared surface to a depth not exceeding 18 inches. The surfaces of the layers shall be finished reasonably free of mounds, dips or windrows and shall meet the gradation D50=8". Rock rip rap shall be placed to reasonably protect abutments. PART 3 - PERMITTING 1. Contractor shall determine all applicable permit requirements and obtain all permits prior to beginning the project. These costs shall be included in your base bid. 2. Contractor shall prepare and secure all necessary permits required by the following: i) WI Department of Natural Resources (DNR) - A chapter 30 bridge permit shall be attained. ii) Eau Claire County Shoreland & Floodplain Zoning - A land use permit is required for installation of a replacement structure.
