Renovation of a residential development in Saint Louis, Missouri. Completed plans call for the renovation of a residential development.

Devastating and deadly mile-wide EF-3 tornado produced extensive damage in the City of St. Louis, affecting over 10,000 homes and businesses across ten square miles. The City of St. Louis Building Division is soliciting proposals from firms interested in providing general contracting services i.e. hiring, supervising and overseeing subcontractors to perform work on properties in the City for the purpose of protecting the health and safety of the public. The City of St. Louis Department of Public Safety (the "Department") issues this Request for Proposals ("RFP") to solicit proposals from firms interested in providing general contracting services, i.e. hiring, supervising and overseeing subcontractors to perform work on properties in the City for the purpose of protecting the health and safety of the public. The City of St. Louis is seeking proposals from general contracting firms with the ability to immediately mobilize project teams in response to the disaster created by the May 16, 2025 tornado. This work will focus on boarding, tarping, and limited debris removal on residential parcels. To accomplish this task, the impacted area is divided into three geographic zones: Zone A, Zone B, & Zone C (Attachment D). The Zone-based recovery effort will be led by up to 3 successful respondents to this RFP. Temporary stabilization will include covering breaches in exterior wall openings (windows and doors) and roofs with City of St. Louis furnished material. The Contractor will be responsible for supervision, labor, miscellaneous tools, and equipment to complete this work. The contractor will hire and oversee pre-approved subcontractors, apply pre-approved unit pricing to each scope of work, review payment applications, verify certificates of insurance, and track lien waivers for each property. The work will include assessing the damage to structures identified by the City of St. Louis, providing a written scope of work for each structure, tracking subcontractor progress, submitting closeout reports, managing invoices, and any miscellaneous general conditions required to support the subcontractors' completion of work orders. The intent of this RFP is to award a contract to Respondents who present a detailed proposal conforming to this RFP that is advantageous to the City regarding cost and other factors considered. The City reserves the right to award the contract(s) resulting from this RFP to one or more respondents, as appropriate, to meet the needs of the City. Hereinafter, organizations interested in submitting a proposal in response to this RFP shall be referred to as "Respondents." Please direct all communications regarding the RFP Process to: Dylan Mosier (mosierd@stlouis-mo.gov). No contact with other City employees regarding the RFP or proposal is permitted during the RFP process. Unauthorized contact regarding this RFP may result in disqualification or rejection of a proposal. Questions concerning this RFP must be submitted in writing to the contact person no later than June 16, 2025, at 5:00 p.m. CDT. The Department will ensure that copies of all questions and responses shall be made available in writing and publicly posted at website. _ Receive address/resident intake information from Program Manager _ Inspect each parcel address received and document necessary stabilization work, including damage to roof, any damaged openings, and any debris clearance necessary to access work areas or building access points. _ Develop scope of work and price quote and send to Program Manager for approval. _ Contract with a prequalified list of subcontractors, provided by the City of St. Louis, to undertake stabilization (boarding breaches, tarping roof damage) and any necessary debris clearance. _ Track progress of approved work orders. _ Monitor subcontractor work to ensure compliance with FEMA emergency stabilization guidelines. _ Execute contracts with subcontractors, review subcontractor invoices, verify certificates of insurance, track lien waivers, and process subcontractor invoicing. _ Submit work order closeout reports and payment applications. _ Complete final report upon completion of full work package. _ Inspect sites for safety concerns and enforce and monitor safe work practices. _ Participate in weekly progress meetings facilitated by the Program Manager. _ Establish and maintain a local presence, including point-of-contact services for mail, telephone, and email for applications and inquiries. _ To ensure quality and accuracy of work, General Contractors and subcontractors will be subject to spot inspections by Program Manager and Department building inspectors. _ To ensure equitable distribution of stabilization work across the disaster area, the Department reserves the right to modify zone assignments. _ General Contractors and Subcontractors reserve the right to refuse to work on a parcel due to safety concerns. Question Deadline: June 16, 2025, at 5:00 p.m. CDT. QA : The City will provide lumber, tarps and sheathing. Materials not provided include fasteners, tie-downs, screws and any other materials or supplies needed to complete tire scope of work We anticipate a 10-14 day payment Window. Anticipated start date is Monday June 30th
